Climate and Ocean Adaptation and Sustainable Transition (COAST) Facility seeks a motivated MEL Manager to implement and manage its MEL framework in the Philippines. You will lead data collection, analysis, and reporting, ensuring learning is integrated into adaptive programme delivery and contributing to country-level knowledge products.

Qualifications

• Proven experience in implementing MEL systems at the project or programme level.
• Data collection, analysis, and visualization skills.
• Experience training teams to integrate MEL practices into programme delivery.
• Strong interpersonal skills to work with varied local and international stakeholders.
• Understanding of GEDSI principles and their application in MEL systems.
• Ability to manage multiple priorities in a dynamic, multi-stakeholder environment.

• System implementation and management of country MEL systems in line with the programme logic.
• Lead capacity development within the country team and partners for MEL.
• Support learning activities and country portfolio reviews for programme-wide learning.
• Ensure timely preparation and analysis of country-level monitoring data and reports.
