Job summary

Job Description
Mechanical Maintenance Execution Manager (Cement Factory)
Job Purpose:
To manage and control the overall performance of the Mechanical team for the effective implementation of mechanical programs along with the operation of the Machine and Fabrication Shop, to ensure the required availability, reliability, and efficiency of the plant equipment.
Job Scope:
Develop, plan, organize, and leads to realize the maintenance strategies & goals which includes implementation of maintenance plans, programs and activities to ensure reliability and availability of plant equipment and facilities. Manages and leads the operation of Machine and Fabrication Shop.
Primary Responsibilities & Expected Outcome:
Ensure continuous operation of Mechanical equipment to achieve optimum equipment availability.
  • Development of overall mechanical maintenance plans and programs.
  • Mechanical maintenance master schedule for the 13-week plan, weekly PMS and daily plans.
  • Address overdue/backlog works based on plans and schedules.
  • Study & implementation of mechanical improvements.
  • Provide necessary tools (& special tools) for mechanical maintenance personnel to deliver quality & safe work execution.
  • Availability and complete work instructions
  • Mechanical Maintenance section's adherence to iCIF principles and criteria.
  • Lead the sustainability of updating the standards and specifications including work instructions and IMS procedures
  • Implement Asset Numbering System, (HAC and PCS), for all mechanical components /equipment; both old and new including validation of equipment criticality according to ABC indicator using development plan risk matrix
  • Coordinate with Preventive Maintenance Manager on major findings from preventive or corrective maintenance works for action planning
  • Lead in the identification of critical spares and justify its expense
  • Lead in the implementation of PMR of critical spares in the warehouse.
  • All spares are secured in the proper warehouse (no satellite warehouses).

Manage the day-to-day execution and accountability for mechanical supervisors, and mechanical technicians.

  • Manage execution of mechanical plans and programs and the overall implementation of activities (annual SPS, 13 week and daily plans).
  • Act on issues arising out in the daily maintenance activities. Restore equipment operational status at the shortest & safest way.
  • Safety controls are considered and implemented in all the activities conducted by mechanical section.
  • In a plant level, participated in the conduct of root cause analysis and Failure Mode & Effect Analysis (FMEA) of critical equipment to come up with specific action plans
  • Implement work order process which also includes the criteria in the WO process assessment tool.
  • Implement Mechanical Maintenance Standards, Specifications and Systems
  • Prepare timely mechanical reports
  • Check and approve quality of work evaluation done by mechanical supervisors.
  • Safety controls are considered and implemented in all the activities conducted by Mechanical section

Manage the Machine Shop & Fabrication area

  • Manage the Machine Shop & fabrication area operation to ensure its availability to support plant needs.
  • Direct the daily activities of mechanical technicians who are qualified to perform the machinist role according to plant priorities
  • Implement sorting and preservation of useable equipment and parts for refurbishment or as emergency ready spare.
  • Control the usage of fabrication area and contractors temporary offices.
  • Manage the temporary outdoor storage area for used equipment to preserve it function, ready for use at any needed time.

Provide critical input to annual budget for the department based on the production volume & operating time targets of the plant

  • Manage and control fixed costs which includes 3rd party services, materials, wear parts, TPSM, own employees, etc.
  • Availability of appropriate budget, including CAPEX & Non-CAPEX, wear parts & equipment replacement strategy.
  • Review mechanical budget to check on alignment of priorities with general direction of the plant.
  • Recommend approval for unbudgeted requirements. (Identification and justification– Supervisors)
  • Monitor cost performance on monthly basis to ensure expenditures are within the approved budget.
  • Manage 3rd party costs and risks to optimize use of manpower resources.

Provide leadership, guidance and direction for the mechanical maintenance section in a manner consistent with the company's values, and ensure alignment with plant and company goals

  • Effective and efficient delivery of Line HR functions
  • Address training and development needs of the unit: to ensure that identified training needs of the people are implemented as planned; assist in the identification of training needs and development of modules/programs as well as release and scheduling of people for training
  • Assess training effectiveness using L&D TRACK
  • Manage performance of subordinates.
  • Oversee 3rd party services involve in the implementation of mechanical maintenance and projects, if any
  • Evaluate the mechanical section's performance.
  • Handle the career development plans of direct reports

Implement Mechanical Maintenance Standards, Specifications and Systems

  • Ensure proper implementation of Asset Numbering System, (HAC and PCS), for all mechanical components /equipment; both old and new
  • Monitor effectiveness of the Mechanical Maintenance section's adherence to MAC Block criteria.
  • Monitor correct usage of SAP-PM system
  • Oversee generation of required reports

Compliance with Health & Safety Rules and Expectations, Environmental Rules and Regulations, IT Directives, other company policies, directives and guidelines

Qualifications:

  • BS Mechanical Engineering Graduate
  • 10 years experience in mechanical execution
  • Well-experienced, open minded, leadership skills
  • Knowledge on Mechanical Equipment and Practices including troubleshooting, Hydraulics & Pneumatics Principles and Practices including troubleshooting
  • High level of safety awareness especially mechanical works on heavy loads, hot works, isolation of potential or stored energies, confine spaces and working at heights.
