Job summary

BUCG Co., Ltd. - Philippines Branch seeks a Materials Engineer II to oversee QA/QC of construction materials for road and bridge projects.

You will ensure compliance with DPWH standards and international norms through inspections, testing, documentation, and coordination with labs and project teams. You will review submittals, manage tests, and supervise material designs, while maintaining complete records and providing technical support to the Project Manager and QA/QC team.

Qualifications

• Bachelor’s degree in Civil Engineering is required.
• Must hold a valid PRC Civil Engineer license.
• Must possess DPWH Materials Engineer II Accreditation.
• 3–5 years of relevant experience in road/bridge or large-scale infra projects.
• Strong knowledge of DPWH specs and materials testing procedures.
• Experience with ISO 9001 quality management and material traceability is a plus.

Responsibilities

• Review and approve material submittals, TS, samples, and supplier certifications.
• Verify materials against project specs and DPWH standards (ASTM, AASHTO, BS, EN, ISO).
• Conduct, witness, and evaluate laboratory and field tests for soils, aggregates, concrete, asphalt, steel, etc.
• Review concrete and asphalt mix designs.
• Monitor procurement, storage, handling, and installation of materials.
• Identify non-conforming materials; issue NCRs and track corrective actions.
• Maintain records of approvals, test results, and QA/QC docs.
• Coordinate with accredited labs and verify lab reports.

We are seeking a Materials Engineer II to oversee the quality assurance and quality control of construction materials used in road and bridge projects. The successful candidate will ensure that all materials comply with project specifications, DPWH standards, and applicable international standards through inspection, testing, documentation, and coordination with project teams and accredited laboratories.

Key Responsibilities

• Review and approve material submittals, technical data sheets, material samples, and supplier certifications.
• Verify compliance of construction materials with project specifications, DPWH standards, and applicable international standards (ASTM, AASHTO, BS, EN, ISO, etc.).
• Conduct, witness, and evaluate laboratory and field testing of construction materials, including soil, aggregates, concrete, asphalt, steel, and other related materials.
• Review and approve concrete mix designs and asphalt mix designs.
• Monitor contractors' material procurement, storage, handling, and installation procedures to ensure quality, traceability, and compliance.
• Identify non-conforming materials, issue Non-Conformance Reports (NCRs), and monitor the implementation of corrective and preventive actions.
• Maintain complete records of material approvals, certifications, laboratory test results, and quality documentation.
• Coordinate with accredited testing laboratories and verify the accuracy of laboratory reports.
• Conduct site inspections to ensure proper application and use of approved construction materials.
• Provide technical advice and support to the Project Manager, QA/QC team, and construction personnel on materials engineering matters.
• Prepare periodic quality reports and submit findings to the Quality Control In-Charge and Project Manager.
• Ensure compliance with company policies, project quality standards, and safety regulations.

Qualifications

• Bachelor's Degree in Civil Engineering.
• Must be a Licensed Civil Engineer (PRC).
• Must possess a valid DPWH Materials Engineer II Accreditation.
• At least 3-5 years of relevant experience as a Materials Engineer in road and bridge, highway, or other large-scale infrastructure construction projects.
• Strong knowledge of DPWH specifications, materials testing procedures, and quality assurance/quality control standards.
• Hands-on experience in laboratory and field testing of soil, concrete, asphalt, aggregates, steel, and related construction materials.
• Familiarity with Quality Management Systems (ISO 9001) and material traceability procedures is an advantage.
• Excellent analytical, documentation, reporting, and communication skills.
• Proficient in Microsoft Office applications and materials testing documentation.
• Ability to work effectively with multidisciplinary teams, contractors, consultants, and accredited laboratories.
• Willing to be assigned to Calamba, Laguna.
• PRC License must be valid and must not be currently engaged or committed for another project requiring its use for bidding, PCAB licensing, or similar regulatory purposes.
