Job summary

Cebu Pacific is seeking a Lead, Quality Governance to drive risk-based testing and ensure cross-functional quality across digital initiatives. You will partner with analytics, architecture, engineering, and product teams to define test strategies and governance in a hybrid Pasay-based setting.

The role emphasizes shifting-left quality, test automation, and continuous testing within Agile and CI/CD practices, supporting enterprise-wide quality standards and release readiness.

Qualifications

  • Bachelor’s degree in CS/IT/Engineering or related field.
  • ISTQB or equivalent QA certification is an advantage.
  • 5–7 years in software quality assurance or testing for large digital/tech initiatives.
  • Strong knowledge of SDLC, Agile/Scrum, risk-based testing, defect management and root-cause analysis.
  • Hands-on in functional, integration, regression, system and end-to-end testing; test strategy/plans/scenarios.

Responsibilities

  • Define and maintain risk-based test strategies, plans, scope, and quality deliverables.
  • Review requirements, acceptance criteria, designs, and journeys to spot gaps and risks.
  • Coordinate end-to-end testing with engineers, product teams, users, and vendors without direct people management.
  • Ensure coverage across functional, integration, regression, system, and usability testing.
  • Oversee test execution, defects, prioritization, triage, and closure of issues.
  • Assess defect impact and release readiness with evidence-based recommendations.
  • Establish and monitor quality metrics and translate results for stakeholders.
  • Maintain compliance with quality governance standards and templates.

Primary Responsibilities:

  • Define and maintain risk-based test strategies, plans, scope, schedules, entry and exit criteria, and quality deliverables for assigned initiatives.
  • Review business requirements, acceptance criteria, solution designs, and customer journeys to identify gaps, dependencies, and quality risks early in the development lifecycle.
  • Coordinate end-to-end testing across quality engineers, developers, product teams, business users, vendors, and other stakeholders without direct people-management accountability.
  • Ensure appropriate coverage of functional, integration, regression, system, end-to-end, usability, accessibility, performance, and other applicable testing areas.
  • Oversee test execution and defect governance, including documentation, prioritization, triage, escalation, retesting, and closure of issues.
  • Assess the business and customer impact of defects, constraints, and residual risks, and provide evidence-based recommendations on release readiness.
  • Establish and monitor quality metrics covering test progress, coverage, defects, risk exposure, testing effort, and release health; translate results into actionable insights for stakeholders.
  • Maintain compliance with quality governance standards, controls, templates, documentation, and evidence requirements across assigned initiatives.
  • Analyze recurring defects and quality debt, facilitate root-cause analysis, and recommend preventive actions and process improvements.
  • Promote shift-left quality practices, test automation, continuous testing, and effective integration of quality controls into Agile and CI/CD ways of working.
  • Represent Quality Governance in planning, refinement, technical, defect, and release forums and communicate quality issues clearly to technical and non-technical stakeholders.
  • Contribute project-level insights and recommendations to the Manager, Quality Governance to improve enterprise quality standards, practices, tools, and capability.

Qualifications:

  • Must be a graduate of Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • Relevant quality assurance or testing certification (e.g., ISTQB) is an advantage.
  • 5 to 7 years' experience in software quality assurance or testing, with significant experience testing activities for enterprise-wide, large-scale, and complex digital or technology initiatives.
  • Strong knowledge of software development and testing lifecycles, Agile/Scrum delivery, risk-based testing, defect management, and root-cause analysis.
  • Hands-on experience in functional, integration, regression, system, and end-to-end testing, including the preparation of test strategies, plans, scenarios, cases, and quality evidence.
  • Experience with test management and defect-tracking tools such as Jira, Xray, Qase, Azure DevOps, or equivalent platforms.
  • Working knowledge of APIs, databases, web and mobile applications, CI/CD practices, and test automation concepts.
  • Experience with airline, fintech, payment, booking, mission-critical, highly integrated, or high-transaction-volume systems is an advantage.
  • Experience working effectively with remote teams, coordinating testing activities, and collaborating with cross-functional stakeholders across different locations.
  • Must have a valid work visa or legal authorization to work in the Philippines.

Note: This position is for an Individual Contributor and will be based in Pasay City, Metro Manila but currently follows a hybrid workplace flexibility arrangement.
