APM Terminals is seeking an HSE Business Partner in Laguna, Philippines. You will play a crucial role in embedding a strong safety culture across our sites while driving compliance and enabling efficient operations.
With a minimum of 5–6 years experience, preferably in logistics or manufacturing, your expertise will help in risk management and continuous improvement practices. Additionally, strong knowledge of ISO standards and the ability to communicate effectively in English and Tagalog are key requirements.

As an HSE Business Partner, you will play a critical role in partnering with the business to embed a strong safety culture, drive compliance, and enable safe, efficient operations across our sites in the Philippines. This role sits at the intersection of operations and strategy—supporting business performance by ensuring that Health, Safety, and Environment (HSE) is fully integrated into how we operate, grow, and serve our customers.
HSE Advisory, Risk Management & Compliance – Support site managers, safety champions, and frontline teams to identify HSE hazards in the workplace and select controls to eliminate or reduce these using the hierarchy of control. Facilitate compliance with the company’s global HSE standards and advise on local legal compliance. Advise site managers on leading teams with HSE best practices and inspirational success stories. Support the determination of root causes of high‑potential incidents and lead learning teams to eliminate them.
Operational Planning, Risk Control & Continuous Improvement – Advise site managers on planning and organising work to eliminate HSE risk through redesign of workplaces and operational activities, reducing risks from changes to workplace design, and preventing risks through proper selection, maintenance, and condition of installations, machinery, equipment, and tools. Provide local HSE leader‑led Gemba programs and conduct routine site visits.
Stakeholder Management, Engagement & Capability Building – Collaborate with Operations, HR, and Procurement to ensure third‑party labour HSE controls are in place. Support site managers on visual management tools to engage the workforce. Provide training and education in the field of HSE, coordinate HSE committee meetings, and act as contact for external HSE consultants where needed.
Emergency Preparedness & Environmental Management – Coordinate and ensure implementation of emergency response capabilities (first‑aid, fire, evacuation). Support waste coordinators with waste management, inspections, and reporting.
Minimum 5–6 years of relevant experience, preferably within logistics, warehousing, or manufacturing environments.
Experience at Safety Officer level 3 (SO3) or level 4 (SO4).
Experience engaging directly with clients and external stakeholders, including delivering presentations, updates, and safety‑related communications.
Proven ability to act as a bridge between site operations and clients, ensuring alignment on safety standards and operational expectations.
Exposure to working with large multinational clients is an advantage.
Certification in Lean Six Sigma (Green Belt) and familiarity with Kaizen methodologies are preferred.
Strong background in root‑cause analysis and continuous improvement practices.
Knowledge of ISO 14001 (Environmental Management) and ISO 45001 (Occupational Health & Safety) standards.
Proficient in English and Tagalog, with strong communication skills.
