We are a rapidly expanding cross-border enterprise looking for a dynamic HR Manager / HR Head to lead our human resources operations in the Philippines. Key Responsibilities
1. Strategic HR & Systems Construction
- Design, implement, and optimize local HR policies, organizational structures, compensation models, and performance management systems tailored to the business's growth stage in the Philippines.
- Serve as a trusted advisor to senior leadership, providing strategic input on staffing, talent planning, and organizational efficiency.
2. Core Recruitment & Talent Pipeline
- Drive full-cycle recruitment for leadership, key operational roles, and core business positions.
- Build and nurture a high-quality local talent pool across e-commerce, logistics, sales, finance, and operations to support market expansion.
- Overseational executive hiring, background checks, onboarding, and probation management.
3. Cross-Cultural Alignment & Team Synergy
- Act as a cultural bridge between Chinese executive leadership and local Filipino teams, facilitating smooth communication and alignment.
- Mitigate management friction by fostering cross-cultural understanding, resolving language barriers, and aligning workflows to high-efficiency standards.
4. Employee Relations & Labor Law Compliance
- Oversee end-to-end employee relations, handling grievances, performance management, disciplinary actions, and offboarding.
- Ensure strict adherence to Philippine labor laws, minimizing employment-related legal and operational risks.
5. External Liaison & Government Relations
- Maintain relationships with relevant Philippine government agencies (DOLE, BIR, SSS, PhilHealth, Pag-IBIG), immigration offices, and labor organizations.
- Manage regulatory requirements regarding visas, foreign work permits (AEP, 9G), and local employment compliance.
- Partner with external recruitment agencies, headhunters, and HR vendors.
Key Requirements
- Cultural & Local Background: Chinese residing in the Philippines (or candidates deeply familiar with the Philippine-Chinese business environment and local market dynamics) strongly preferred.
- Experience: Minimum of 5+ years of progressive HR management experience. Background in logistics, e-commerce, retail, tech, or large-scale multi-national operations is highly preferred.
- Language Proficiency: Business fluency in English and Mandarin Chinese (written and spoken) is required to interface with group management and local teams. Knowledge of Tagalog is an advantage.
- Labor Law Expertise: Deep understanding of Philippine Labor Code, employment compliance, and employee relations practices.
- Work Style: High execution capability, adaptability to fast-moving Chinese corporate environments, strong business orientation, and absolute confidentiality.
- Networks: Strong existing connections within the local talent market, business networks, and HR agencies in the Philippines.
