Job summary

Responsibilities

  • Lead HR and Admin functions aligned with company goals and compliance.
  • Oversee recruitment campaigns and establish hiring processes.
  • Manage employee relations, disciplinary actions, and policy adherence.
  • Design performance management systems and KPIs for staff.
  • Coordinate timekeeping, compensation, benefits, and payroll support.
  • Oversee asset, facilities, and general office management.
  • Partner with senior leaders to implement ER best practices.
  • Maintain Employee Handbook and Code of Conduct updates.

Job description

The HR & Admin Head leads and manages all Human Resources and Administrative functions to support the company’s operational and people goals. The role oversees end-to-end human resource functions, such as but not limited to recruitment, employee and labor relations, performance management, compensation and benefits, employee engagement, learning & development and general office and asset management. He/She ensures that HR policies, programs, and processes are aligned with the company’s objectives, compliant with labor laws, and reflective of the organization’s core values.

This position partners closely with senior leaders and managers to address workforce needs, resolve employee issues, enhance engagement, and build a high-performing, compliant, and collaborative workplace. The HR & Admin Head also ensures efficient administrative operations, proper asset control, and a well-maintained work environment that supports productivity and business continuity.

Overall, the role provides strategic direction and hands-on management across HR and Admin functions to strengthen organizational effectiveness and employee experience.

Recruitment
  • Lead recruitment campaigns such as but not limited to Job/Career Fairs and Recruitment Caravans

  • Establish partnership with key establishments or agencies to increase recruitment channels and beef up candidate pools

  • Create effective recruitment programs, policies and procedures in line with the operational demand of the business

  • Provide highly professional and positive candidate experience

  • Research, devise and continuously monitor and review appropriate recruitment strategies and methods, ensuring that vacancies are filled with high quality candidates at reasonable cost

  • Ensure compliance with fair and equal recruitment policy

  • Maintain up to date hiring trends, implement creative hiring strategies and run new initiatives to build a pipeline of top-quality recruits

  • Manage internal job application process

  • Design recruitment programs, such as but not limited to Employee Referral Program, to fast track the hiring of technical and hard-to-fill positions

  • Screen resumes and applications of potential candidates

  • Interview candidates during various hiring stages

  • Collaborate with hiring managers in determining qualification criteria for each position

  • Assess recruitment processes regularly to ensure quality of hires

  • Train staff in evaluating candidates

Employee & Labor Relations
  • Coordinate with the department leaders in the successful implementation of the company Code of Conduct

  • Receive and assess Incident Reports and coordinate with the line managers in determining possible offenses violated by the employees

  • Draft and serve Notice to Explain (NTE) and Notice of Decision (NOD) to erring employees

  • Serve as the Head of the Disciplinary Committee

  • Analyze information and data necessary to define and discern cost and policy implications of negotiations and disputes. This may include management proposals, salary structure, benefits, working conditions and other mitigating circumstances

  • Use surveys, interviews and other studies to conduct research regarding human resource policies, compensation, and other employment issues then make recommendations

  • Explain laws and legal affairs concerning employment to managers, supervisors and employees

  • Advise and train managers and supervisors on best employee relations practices and strategies for managing problems and employee grievances.

  • Collaborate with senior leadership on policy matters

  • Collaborate with the Company Legal Counsel in the preparation of position papers, and other legal documents for, and participation in negotiation with employees, DOLE/NLRC and labor groups

  • Review, modify and update Employee Handbook and Code of Conduct as needed

  • Craft employee programs that are aligned with the core values of the company

  • Partner with senior leadership to develop and implement ER best practices and programs

  • Collect and analyze employee feedback across all levels on a regular basis to determine and craft practicable employee programs

  • Participate in and/or lead projects focused on continuous improvement

Performance Management
  • Manage the development, implementation and administration of programs that evaluate, measure and improve employee performance

  • Utilize assessments to evaluate and identify emerging skills, competencies and behaviors required to achieve the desired organizational results

  • Lead in the design of performance management strategies and processes that measure outcomes, identify areas of improvement and align teams to organizational goals

  • Coordinate with the line managers on the successful implementation and monitoring of employee Performance Improve Plan (PIP) and Individual Development Plan (IDP)

  • Review, modify and implement effective performance appraisal tools and/or KPIs in coordination with managers and supervisors

  • Implement regular employee performance appraisals based on the approved schedule

  • Ensure timely submission of performance evaluation forms of regular and probationary employees

  • Create and oversee the implementation of procedures that support and enhance employee performance per company’s objectives

  • Determine and resolve workplace issues that prevent optimal performance, such as individual grievances and/or poor departmental structures

  • Explain to employees the methodology of current or upcoming performance practices thoroughly and professionally and follow up with them to ensure organization-wide understanding

Timekeeping, Compensation and Benefits Administration
  • Ensure timely and accurate reports of employees’ attendance, leave trackers, overtime and other relevant attendance reports

  • Monitor employees’ attendance and implement corresponding programs/disciplinary actions to address attendance-related issues

  • Coordinate with the Payroll In-Charge on the timely implementation of approved Wage Orders, statutory benefits and other employee claims

  • Design compensation, benefits and rewards program aimed at motivating employees and increasing employee satisfaction

  • Review, modify and update salary structures in coordination with the Immediate Superior

  • Evaluate and report on the effectiveness of employee benefit programs

  • Maintain an up-to-date compensation market data to determine the attractiveness of the company’s salary offerings

  • Regularly confer with managers to evaluate new compensation and benefits and prepare detailed Job Descriptions

  • Submit relevant salary and wages reports to DOLE

Asset and General Office Management
  • Ensure proper documentation of all company assets purchased and/or assigned to employees

  • Establish and implement policies and procedures on the requisition, transfer, repair and disposal of company assets

  • Conduct random ocular inspections of various properties of the company such as but not limited to Davao Office, staff houses, and hubs

  • Ensure that new employees are provided with the corresponding tools of the trade on their day one of employment

  • Ensure that office layout is structured in a way that promotes efficiency and collaboration between members of the team

  • Oversee, maintain and ensure cleanliness of all company properties such as the warehouses and offices

Admin Responsibilities
  • Manage and handle employee movements such as transfers, promotions, demotions, etc.

  • Prepare policy-related memos/announcements

  • Ensure a proper and organized filing of employees’ 201 files

  • Handle and safekeep all company assigned assets and properties

  • Comply to company policies and procedures and Code of Conduct

  • Report to Immediate Superior any incidents and shall prepare Incident Reports within 24 hours upon onset or discovery of such incident

  • Monitor performance of staff

  • Assume and perform other activities, responsibilities or tasks that may be assigned by Immediate Superior or Executives from time to time
