Job summary

Insular Oil Corporation in Lemery, Batangas, seeks a hands-on Engineering professional to lead health, environment, safety and facility maintenance activities at the depot. The role requires a related engineering degree, safety training, and at least 5 years in the field, preferably with oil & gas exposure.

The position is direct hire, full-time, Mon-Sat, with meals and HMO upon regularization. Immediate start options available.

Responsibilities

• Conduct safety training and orientation for employees, guests and visitors.
• Implement and maintain safety programs, policies and procedures.
• Perform job hazard analysis and risk assessment for work processes.
• Maintain emergency preparedness plan and assist Emergency Response Team.
• Ensure emergency equipment readiness and maintenance.
• Promote safety and environmental awareness among staff.
• Document accidents and implement corrective actions.
• Prepare safety statistics for facility performance.
• Ensure security operations follow company security manual.
• Oversee terminal maintenance of facilities and equipment (pumps, motors, valves, loading arms, HVAC, firefighting system, piping).
• Identify replacements or upgrades for terminal facilities.
• Prepare proposals and purchase requisitions; ensure PM schedules are followed.
• Maintain maintenance history documentation for reference.
• Assist in facility inspections, safety audits and training needs.
• Monitor and review HESS-related project development.

DUTIES AND RESPONSIBILITIES

I. HEALTH, ENVIRONMENT. SAFETY

• Conduct safety training and orientation to employees, guests and visitors.

• Implement and maintain safety programs, policies and procedures to ensure good health and safe practices.

• Conduct job hazard analysis and risk assessment to work related processes of the company.

• Monitors and maintain an updated emergency preparedness plan. Assist Emergency Response Team during emergency situations.

• Ensure that the emergency equipment (oil spill and firefighting equipment) are ready and effectively maintained to control loss during emergencies.

• Creates awareness among the employees and heighten the consciousness about safety, good housekeeping and environmental.

• Record accident occurrence and formulation of corrective actions to prevent recurrence.

• Prepares safety statistical information as basis for the safety performance of the facility.

• Ensure that the security operations are within the bound of the company security manual.

II. FACILITY MAINTENANCE

• Oversee terminal maintenance. This includes repair on the terminal facilities and equipment such as PD pumps, motors, valves, loading arms, HVAC, firefighting system, piping system etc.

• Identify and recommend replacement or upgrade of terminal facilities and equipment.

• Prepare proposals, technical evaluation, recommendations and submit Purchase

• Requisitions.

• Ensure that the implementation of PM is carried out based on the scheduled and detailed tasks.

• Ensure that the documentation is in place for effective maintenance history monitoring and improvement reference.

• Assist on the facility inspection, safety audit and training requirement

• Monitor, review and inspect HESS related project development

III. SECURITY

• Ensure that the security operations are within the bound of the company security manual.

• Monitors security agency compliance to the immediate reportorial of incidences of their respective locations.
