Job Objective
The Health, Safety, Security and Environment (HSSE) Head provides strategic leadership and governance across all MGEN Thermal sites to integrate safety, health, environmental stewardship, and security into business operations.
This role drives systems integration, causal learning, and cultural alignment across diverse technologies (Coal, LNG, BESS), ensuring consistency in standards, regulatory compliance, and operational performance.

Detailed Responsibilities
1. Strategic and Operational Integration
- Position ESH&S as a business partner to Operations, Maintenance, and Project teams.
- Govern safety gate reviews, MOC discipline, and readiness assessments.
- Integrate ESH&S objectives into operational reliability and business continuity strategies.
2. Organizational Learning and Systems Thinking
- Drive systemic learning from incidents through root-cause analysis and preventive feedback loops.
- Build cross-site learning systems that embed causal reasoning and knowledge sharing.
3. Culture and Leadership Development
- Cultivate a unified culture of safety and accountability across all plants.
- Coach leaders to reinforce consistent safety behaviors and psychological safety.
- Implement culture-building programs that promote continuous improvement.
4. Harmonization and Governance of ESH&S Programs
- Develop and maintain ESH&S frameworks aligned with regulatory and industry standards.
- Harmonize and standardize ESH&S systems across sites.
- Integrate sustainability and wellness initiatives into ESH&S governance.
5. Security, Emergency Response, and Business Continuity
- Integrate physical security, crisis management, and emergency response systems.
- Govern ISPS Code compliance and enterprise resilience programs.
- Coordinate with law enforcement, regulatory bodies, and external partners.
6. Regulatory Compliance and Risk Oversight
- Ensure compliance with DOE, DENR, DOLE, and PNP-SOSIA requirements.
- Manage corporate audits, inspections, and risk assessments.
- Maintain updated regulatory permits, licenses, and certifications.
7. Project and Operational Readiness
- Serve as the ESH&S gatekeeper for project approvals and commissioning.
- Embed ESH&S in project design and development.
- Provide technical oversight during expansion and transition activities.
Qualifications
Education: Bachelor’s degree in Engineering, Environmental Science, or related field; Master’s degree preferred.
Experience: At least 10 years of relevant leadership experience in power generation or heavy industries.
Certifications: BOSH/COSH, PCO, and preferably CSP, PFSO, or CPP.
