The Head of Plan and Project Delivery is a hands-on role responsible for running the daily operations project planning and delivery lifecycle. This role bridges the gap between business requirements and execution by overseeing the project intake process, managing resource capacity, and ensuring the successful, on-time delivery of all active projects.The ideal candidate is an execution-focused leader who excels at process optimization, delivery governance, and team management. This role will directly manage a team of Project Delivery Managers and Solution Analysts, ensuring standard project management methodologies (Agile, Waterfall, or Hybrid) are rigorously applied to meet business goals.
Qualifications
Qualifications & Experience:
Bachelor's degree in Business, Computer Science, IT, or a related field.
10-15+ years of progressive experience in project management and operations, with 5+ years in a people management/leadership role.
Proven experience directly managing complex, cross-functional IT or business projects from initiation through closure.
Practical, deep working knowledge of project management frameworks (PMBOK/Waterfall) and Agile methodologies (Scrum, Kanban).
Advanced expertise with project management and planning tools (e.g., Jira, Confluence, MS Project, Asana, etc)
Certifications (Preferred):
PMP (Project Management Professional) - Highly Preferred
Certified Scrum Master (CSM) or PMI-ACP
ITIL Certification
Key Responsibilities:
Project Planning, Demand & Intake ('Plan')
Intake Management: Own and operate the end-to-end project intake process. Review, evaluate, and scope incoming project requests from various business units.
Estimation & Scoping: Work alongside technical and business leads to draft project charters, define scope, estimate timelines, and determine resource requirements.
Resource Capacity Planning: Manage day-to-day resource allocation across all active projects. Identify resource constraints, bottlenecks, and skill gaps, and balance workloads across the team.
Project Execution ('Delivery')
Execution Oversight: Ensure all projects are delivered on time, within scope. Track milestones and key performance indicators (KPIs) daily.
Methodology Enforcement: Define and enforce standardized project management templates, status reporting cadences, and execution governance across the team.
Risk & Issue Mitigation: Proactively identify project-level risks and dependencies. Work directly with Project Managers to unblock issues and elevate critical roadblocks when necessary.
Status Reporting: Compile and distribute accurate, weekly/monthly operational status reports, dashboards, and metrics to senior leadership and stakeholders.
Stakeholder Coordination & Communication
Cross-Functional Alignment: Act as the central point of contact between business stakeholders, development teams, and operations to ensure clear communication and alignment.
Expectation Management: Manage stakeholder expectations regarding project timelines, deliverables, and scope changes through structured change-control processes.
Team Leadership & Operational Excellence
Team Management: Lead, mentor, and support a team of Project Managers. Conduct regular performance reviews and support their professional development.
Continuous Improvement: Conduct post-project reviews (retrospectives) to capture lessons learned and continuously improve internal delivery processes.
