Our client, a premier hospital located near Ortigas/Mandaluyong area, is in need of a Head of Patient Safety and Quality Management (AVP level). He/She will be a member of the Hospital Executive Team and serves as the enterprise leader for patient safety, clinical quality, regulatory compliance, risk management, infection prevention and control, workforce capability development, document governance, and medical-record integrity.

Reporting directly to the President and Chief Executive Officer, the position provides strategic direction, governance, and assurance that hospital-wide systems, clinical and operational processes, and employee practices consistently support safe, high-quality, patient-centered, compliant, and continuously improving care. The role leads the PSQM Division in establishing an integrated quality management system; strengthening a culture of safety, accountability, learning, and data-driven improvement; and ensuring sustained readiness for regulatory inspections, licensure, accreditation, and external audits.

The incumbent is accountable for translating organizational strategy, regulatory requirements, clinical evidence, and performance data into practical enterprise policies, programs, standards, dashboards, and improvement initiatives. The role exercises executive leadership across clinical, ancillary, support, and administrative functions and works closely with the Medical Director, Nursing leadership, department heads, and other members of the Executive Team.

Skills & Qualifications:

Education

• Bachelor’s degree in Nursing, Medicine, Allied Health, Health Administration, Quality Management, or a related discipline is required.
• A master’s degree in Healthcare Administration, Public Health, Nursing, Quality Management, Business Administration, or a related field is strongly preferred.
• Current professional license, where applicable to the incumbent’s discipline, is preferred.

Experience

• At least 12 years of progressively responsible experience in a hospital, healthcare system, or similarly complex regulated healthcare environment.
• At least 5 to 7 years in a senior leadership role with broad responsibility for quality management, patient safety, clinical governance, accreditation, risk management, infection prevention and control, regulatory compliance, or health information management.
• Demonstrated experience leading hospital-wide quality improvement, accreditation preparation, regulatory compliance, clinical audit, patient-safety event management, and multidisciplinary change initiatives.
• Experience managing multiple functional teams, annual budgets, operating plans, and executive-level performance reporting.
• Direct experience working with Philippine healthcare regulatory and payer requirements, including Department of Health and PhilHealth requirements, is highly preferred.

Knowledge and Technical Competencies

• Thorough knowledge of healthcare quality management systems, patient safety principles, clinical governance, risk management, performance improvement, and audit methodologies.
• Strong understanding of hospital licensure, accreditation, inspection readiness, regulatory compliance, and evidence-management requirements.
• Working knowledge of infection prevention and control principles, surveillance, outbreak management, and hospital-acquired infection reduction strategies.
• Sound knowledge of medical-record governance, documentation standards, confidentiality, information security, and data-privacy obligations.
• Strong capability in interpreting clinical, operational, and compliance data; developing executive dashboards; and converting analysis into actionable decisions.
• Familiarity with root-cause analysis, failure mode and effects analysis, corrective and preventive action, Lean, Six Sigma, or other structured improvement approaches.
• Enterprise perspective and sound executive judgment, with the ability to balance patient safety, clinical quality, operational practicality, compliance, financial stewardship, and organizational priorities.
• Credibility and influence with physicians, nurses, clinical leaders, department heads, regulators, and executive stakeholders.
