Job summary

PHILGUARANTEE in Metro Manila seeks a senior leader to direct and harmonize the Group's activities across units and with public/private partners. The role requires strategic oversight and governance across initiatives.

You will design strategic plans, oversee budgets, ensure service quality, and drive performance through strong governance and stakeholder collaboration. A track record in financial services with supervisory experience is essential.

Qualifications

• Bachelor's degree in a relevant field or equivalent; Master’s or CSC leadership qualification preferred.
• At least 10 years in related financial services, with minimum 5 years in supervisory/management roles.
• 120 hours of supervisory/management training is required.
• Career Service (Professional) or Second Level Eligibility.

Job description

Job Responsibilities

• Directs, plans, organizes and controls the execution of all tasks of the Group in a totally coordinated effort with other PHILGUARANTEE units as well as with concerned government and private entities;
• Directs and oversees the preparation of strategic plans, objectives, targets and budgetary requirements to implement all initiatives of the Group;
• Establishes an effective system of office administration and general management of the Group;
• Develops and establishes linkages with teams, partners or other stakeholders across government and relevant sectors;
• Monitors the timely delivery of services to clients of the Group;
• Reviews and/or signs documents, correspondence/communications, vouchers, reports, and other papers relative to the management and delivery of required services from the Group;
• Oversees accounts origination, marketing, processing and packaging, and facilitates the necessary endorsement/approval from concerned Board Committee/s and/or Board of Directors;
• Maintains the level of quality standards imposed by the Corporation and oversight bodies;
• Adopts a feedback mechanism system, monitors its implementation, and determines actions to address customer feedback;
• Assumes primary responsibility in the implementation of performance management system for the Group;
• Identifies career development needs of the officers and staff of the Group; and
• Performs other related functions as may be assigned from time to time.

Qualification Standards

• Education: Bachelor's Degree relevant to the job, preferably with Master's Degree OR Certificate in Leadership and Management from CSC
• Work Experience: 10 years of relevant experience preferably in financial services, investment, credit, or marketing experience in a bank with a minimum of 5 years supervisory/ management experience
• Training: 120 hours of supervisory/ management learning and development intervention
