Job summary

Expertise France in the Philippines is seeking a Procurement Officer for the EU-PH Digital Economy Package project. You will manage procurement files from needs identification to contract follow-up, ensuring compliance with donor requirements, internal controls and Expertise France rules.

You will work closely with the project team to prepare procurement plans, documents, and evaluation processes, coordinate with the Finance unit for budget and payment readiness, and support contract management

Qualifications

• Experience with procurement processes in donor-funded projects.
• Ability to prepare procurement plans, TORs, technical specs and evaluation grids.
• Experience coordinating with finance, legal and audit teams.

Responsibilities

• Lead procurement planning and needs analysis across project components.
• Prepare procurement documents: RFQs, tender dossiers, TORs and contracts.
• Manage procurement procedures from launch to award and contract follow-up.
• Ensure due diligence, compliance checks and donor rules are followed.
• Organise procurement committees, evaluations and documentation for audits.
• Coordinate with finance on budget, invoices and payments.
