Job summary

Catholic Relief Services (CRS) Philippines is seeking a proactive Procurement Officer to coordinate procurement across the country and FSM. The role emphasizes compliance, donor regulations, and value-for-money, working closely with program and operations teams to support emergency response and development activities.

The ideal candidate has a minimum of three years in procurement, knowledge of donor requirements, and strong negotiation and supplier management skills.

Qualifications

• Bachelor's degree in management, Business Administration, Supply Chain Management, Logistics, or another relevant field.
• Minimum of three (3) years of professional experience in procurement, purchasing, logistics, or administration, preferably with an international NGO or development organization.
• Good knowledge of donor procurement regulations (e.g., USG, FCDO, UN).
• Knowledge of international and national procurement regulations and local market conditions.
• Knowledge of contract administration and demonstrated ability to manage procurement transactions and purchase orders against specifications.
• Familiarity with supply chain management processes is preferred.

Responsibilities

• Coordinate procurement systems and operating procedures to ensure full compliance and continuously improve efficiency.
• Develop and maintain up-to-date procurement plans with program and operations teams; provide pricing to support budgets.
• Facilitate sourcing processes: market assessments, price monitoring, supplier evaluation, bidding, and vendor selection.
• Coordinate with procurement staff, program, and operations units to track delivery and receipt of goods and services.
• Verify that goods and CVA-related assets meet specifications, quantities, quality, and schedule.
• Maintain procurement records, vendor files, and procurement databases; prepare reports for audits and reviews.
