The Payroll Manager leads end-to-end payroll operations and drives the transformation of payroll into a centralized shared service model. This role owns accurate, compliant, and timely payroll delivery while leading the migration of payroll processes between systems and the onboarding of additional payroll entities into the Shared Service Center (SSC). Success depends as much on stakeholder management and influence as on technical payroll expertise. The Payroll Manager must build trust, align competing priorities, and win support for change across HR, Finance, IT, entity leadership, and senior executives, often without direct authority over them.
Key Responsibilities:
Payroll Operations
- Oversee end-to-end payroll processing across all entities, ensuring accuracy, timeliness, and compliance with statutory and regulatory requirements
- Manage payroll calendars, cut-offs, validations, approvals, and payment runs
- Manage relationships with payroll vendors, banks, and statutory authorities
Payroll System and Process Migration
- Lead the migration of payroll processes and data from legacy systems to the target payroll platform, from planning and design through cutover and hypercare
- Define migration scope, data mapping, and cleansing requirements, and oversee data validation
- Plan and oversee parallel payroll runs, user acceptance testing, and go-live readiness
- Document current and future-state processes, controls, and work instructions
- Manage risks, issues, and dependencies, and keep project plans and status reporting current
Stakeholder Management and Influence
- Build and maintain strong, trusted relationships with HR, Finance, IT, Legal, entity leaders, and senior executives
- Develop and execute a stakeholder engagement plan for each migration and entity transition, identifying key stakeholders, their concerns, and their level of influence.
Shared Service Center Transition
- Lead the transition of payroll entities/acquired entities into the SSC, including scoping, knowledge transfer, process harmonization, and stabilization
- Standardize policies, processes, and controls across entities while accommodating local legal requirements
- Define and track SLAs, KPIs, and service delivery metrics
- Identify opportunities for automation, simplification, and continuous improvement
- Lead, coach, and develop a payroll team, setting clear objectives and building succession and cross-training coverage
- Foster a culture of accountability, accuracy, and customer service
Core Competencies and Soft Skills
- Stakeholder management: Builds trusted relationships across HR, Finance, IT, and senior leadership, and manages competing priorities and expectations
- Influence without authority: Gains buy-in for process standardization and change from entity leaders who may be reluctant to centralize
- Change management: Guides teams and stakeholders through system and organizational change with clear communication and empathy
- Communication: Translates technical payroll topics for non-technical audiences, and writes and presents clearly at all levels
- Negotiation and conflict resolution: Resolves disagreements and escalations constructively
- Leadership and coaching: Develops talent and builds high-performing teams
- Analytical and problem-solving skills: Strong attention to detail, with the ability to identify root causes and implement durable fixes
- Project and program management: Plans, prioritizes, and delivers against deadlines in a fast-moving environment
- Integrity and discretion: Handles sensitive and confidential information with the highest professionalism
Success Measures (First 12 Months):
- Payroll accuracy and on-time delivery rates at or above target
- Successful, on-schedule migration with no material post-go-live issues
- Agreed entities transitioned into the SSC with defined SLAs in place
- Clean audit outcomes and strengthened control environment
- Improved stakeholder satisfaction and engaged, well-covered team
Other Key Requirements of the Successful Candidate:
- 8-10 years or more of Payroll / Timesheets experience in a global company
- min of 5 years of payroll management experience
