Job description

Position Purpose

The Finance Manager is responsible for supporting the Financial Controller in the effective management of Quanta Services Philippines’ finance function and will act as the Financial Controller’s second-in-command.

The role will take a hands-on leadership position across day-to-day finance operations, month-end close, financial reporting, reconciliations, budgeting, forecasting, cash management, accounts payable and receivable, and financial controls.

Working closely with the Financial Controller, the Finance Manager will help ensure timely and accurate financial information is available to support management decision-making and the requirements of the wider Quanta group. The role will also provide day-to-day guidance and oversight to members of the Finance team and support the continued development of QSP’s financial processes, systems, controls and reporting as the business grows.

A key requirement of this role is a high level of finance systems expertise. The Finance Manager will act as a Finance subject matter expert across enterprise finance systems, ERP environments and associated integrations, with particular emphasis on the implementation and integration of payroll systems.

The successful candidate must bring experience gained within a large, complex or multinational organization and be comfortable operating at an enterprise level. They will understand how Finance, Payroll, HRIS and other business systems integrate and will play a key role in future systems implementation, integration, automation and process improvement initiatives.

Key Responsibilities

The role is anticipated to include, but is not limited to:

  • Support the Financial Controller in the overall management of QSP’s finance function and act as 2IC when required.
  • Prepare and review annual financial statements, ensuring accuracy, completeness, and compliance with applicable accounting standards and company policies.
  • Assist in the preparation of statutory financial statements and supporting disclosures for audit and regulatory reporting purposes.
  • Ensure financial statements are supported by appropriate reconciliations, schedules, and documentation.
  • Manage and coordinate month-end close activities, including accruals, prepayments, journal entries, cost allocations and intercompany reconciliations.
  • Maintain oversight of the General Ledger and ensure transactions are accurately recorded, supported and appropriately classified.
  • Prepare and review monthly Balance Sheet reconciliations and investigate outstanding or unusual items.
  • Prepare monthly financial reports and provide analysis and commentary on financial performance.
  • Support the Financial Controller with forecasting, annual budgeting and business planning activities.
  • Monitor actual financial performance against budget and forecast and assist with variance analysis.
  • Oversee the day-to-day accounts payable and accounts receivable functions and provide guidance to Finance team members.
  • Monitor customer billing and support accurate and timely invoicing across QSP’s services and operating unit arrangements.
  • Monitor debtor and creditor aging and elevate significant or overdue items to the Financial Controller.
  • Support cash flow monitoring, cash management and banking activities.
  • Review payroll-related financial reports, reconciliations and accounting entries.
  • Review project, department and overhead cost allocations to support accurate financial reporting.
  • Oversee monthly bank reconciliations and ensure reconciling items are investigated and resolved.
  • Maintain oversight of the Fixed Asset Register and associated accounting activities.
  • Ensure compliance with Philippine statutory, taxation, corporate, and regulatory reporting requirements.
  • Review monthly tax filings and supporting schedules prior to submission.
  • Support internal and external audit activities, including preparation of supporting schedules, documentation and responses to audit queries.
  • Support Monitor compliance with applicable Quanta financial controls, policies and reporting requirements.
  • Assist with intercompany accounting, reconciliations and reporting across Quanta operating units.
  • Work with internal stakeholders to improve timesheet, expense, billing and other finance-related processes.
  • Undertake financial reviews and analysis and provide recommendations to the Financial Controller on opportunities to strengthen financial performance, controls or processes.
  • Identify opportunities to improve and automate finance processes, reporting and controls as QSP continues to grow.
  • Develop, document and maintain finance procedures, work instructions and internal controls.
  • Lead, develop, mentor, and evaluate Finance team members to ensure high levels of performance and engagement.
  • Support workload allocation and priorities across the Finance team to ensure key deadlines are achieved.
  • Foster a culture of accountability, continuous improvement, collaboration, and professional development.
  • Provide continuity of the finance function during periods when the Financial Controller is unavailable.
  • Perform other finance-related duties as reasonably required by the Financial Controller.
  • Act as a Finance subject matter expert for ERP, finance, payroll and associated enterprise systems.
  • Take a key Finance role in the implementation, enhancement and integration of finance and payroll systems.
  • Partner with Finance, Payroll, People & Culture, IT and other business stakeholders on enterprise system implementations and integrations.
  • Represent Finance throughout system requirements gathering, process mapping, configuration, testing, data migration, implementation, go-live and post-implementation support.
  • Ensure finance and payroll system integrations support accurate financial reporting, data integrity, appropriate financial controls and scalable business processes.
  • Identify opportunities to improve the integration and automation of finance, payroll and related business processes.
  • Support the development of finance systems and processes capable of scaling with QSP’s continued growth and increasing organizational complexity.
  • Troubleshoot finance system and integration issues and work with internal stakeholders, IT teams and external system providers to resolve issues.
  • Maintain appropriate documentation of finance system processes, workflows, controls and integrations.
  • Represent Finance in broader enterprise technology, systems implementation and business transformation initiatives.

Qualifications & Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration or a related discipline.
  • CPA qualification is highly desirable.
  • Demonstrated experience in a Finance Manager, Assistant Finance Manager, Senior Accountant or similar role with broad responsibility across financial accounting and reporting.
  • Significant Finance experience gained within a large, complex, multinational or enterprise-level organization is essential. Experience within shared services, BPO, engineering, construction or a project-based environment would be advantageous.
  • Strong experience with month-end close, General Ledger management, Balance Sheet reconciliations, budgeting, forecasting and management reporting.
  • Experience supervising, mentoring or providing day-to-day direction to finance or accounting team members.
  • Sound knowledge of Philippine accounting, taxation and statutory reporting requirements appropriate to the role.
  • Experience with intercompany accounting and working across multiple business entities or operating units would be advantageous.
  • Exposure to IFRS and US GAAP would be advantageous.
  • Exposure to SOX-controlled environments or similar internal financial control frameworks would be advantageous.
  • Advanced Microsoft Excel skills.
  • Experience using ERP, accounting and financial reporting systems.
  • Demonstrated expertise in ERP, finance and enterprise business systems, including an understanding of system architecture, integrations and data flows from a Finance perspective.
  • Proven experience in the implementation of payroll systems is essential.
  • Demonstrated experience participating in or leading finance system implementations, integrations, upgrades or transformation projects.
  • Strong understanding of the integration between Finance, Payroll, HRIS and other enterprise business systems.
  • Hands-on experience with system requirements gathering, process mapping, testing, data validation or migration, implementation and post-go-live support.
  • Experience working with IT teams, implementation partners and business stakeholders to translate Finance requirements into effective system solutions.
  • Experience operating across multiple entities, business units and/or jurisdictions within a larger corporate group would be highly regarded.
  • Strong financial accounting and analytical capability.
  • High level of accuracy and attention to detail.
  • Strong organizational and time-management skills with the ability to manage competing priorities and fixed reporting deadlines.
  • Ability to identify financial or control issues, investigate their cause and recommend practical solutions.
  • Strong written and verbal communication skills.
