We are seeking an experienced Finance Manager based in Singapore to build the overseas finance function from scratch. This role will lead the separation of overseas book‑keeping from China‑based accounting, and establish a fully‑independent finance operation managed by the Singapore local team, covering global cross‑border settlement, taxation, foreign exchange management and full‑scope accounting.
Build overseas finance system from 0‑1: Separate overseas entity accounting from existing China‑side book‑keeping, set up end‑to‑end local finance workflows owned by the Singapore team. Align local operations with group‑wide financial policies while complying with Singapore statutory and regulatory requirements.
Financial Accounting & Reporting: Establish local accounting policies, chart of accounts and month‑end / year‑end closing procedures. Handle full‑set accounting for Singapore‑based entities, resolve reconciling items between PRC GAAP and IFRS. Produce statutory financial statements and group‑ready management reports, complete historical data sorting and system migration during the carve‑out phase.
Global Cross‑border Settlement & Treasury: Manage bank accounts for Singapore and related overseas entities. Design cross‑border payment‑receipt workflows, conduct multi‑currency settlement and inter‑company reconciliation. Implement cash‑flow forecasting framework, oversee foreign‑exchange exposure and control exchange‑gain/loss risks to ensure safe and compliant fund flows.
Tax & Statutory Compliance: Take ownership of Singapore GST, corporate income tax and all IRAS statutory filings. Manage inter‑company transactions and transfer‑pricing documentation. Co‑ordinate with external tax consultants and auditors, identify cross‑border tax risks, optimise overall tax position and satisfy both internal group audit and external statutory audit requirements.
Internal Control & Team Management: Formulate local financial SOPs covering payment, expense reimbursement and document retention. Build and lead the Singapore finance team covering accounting, treasury and tax duties. Act as key liaison between China headquarters and Singapore entity for risk escalation, performance reporting and data alignment.
ERP & System Implementation: Drive deployment of independent Singapore‑local ERP / accounting system, ensure seamless data connection for group consolidation with China headquarters.
Bachelor’s degree in Finance / Accounting or related disciplines; CPA / ACCA qualification is preferred. 5‑8 years of progressive finance experience, proven hands‑on experience in green‑field 0‑1 finance‑function build‑up and accounting carve‑out from China‑headquartered parent company. Practical Singapore‑local finance experience is a strong plus.
Solid knowledge of Singapore GST, corporate income tax and IRAS filing regimes. Familiar with cross‑border settlement, foreign‑exchange risk management, inter‑company transactions and transfer‑printing. Understand key differences between PRC GAAP and IFRS.
Hands‑on experience in multi‑currency full‑set accounting; proven track record liaising directly with overseas banks, tax authorities and external audit firms. Business‑level English proficiency for report writing and stakeholder communication.
Capable of team building and people management. Strong project execution capability to drive process re‑design and legacy‑system carve‑out. Experience in overseas‑expanding hardware / technology manufacturing industry is advantageous.
