Job summary

Qualifications

• CPA preferred; Bachelor's in Accountancy/Finance.
• At least 5 years in Finance with 2+ years in a supervisory/managerial role.
• Strong experience in budgeting, forecasting, and financial reporting.
• Experience in HMO/Healthcare or financial services is highly preferred; PFRS 17 knowledge is a plus.
• Proficient in Excel and financial reporting systems.

Responsibilities

• Develop financial strategies aligned with the Company's objectives.
• Lead annual budgeting and forecasting processes.
• Prepare monthly/quarterly/annual financial analyses and reports.
• Oversee IFS/AFS and management/reporting obligations; ensure regulatory compliance.
• Manage cash flow projections and funding requirements.
• Review and validate agent and sales commission calculations; improve processes.

Overview

Forticare Health Systems International, Inc. is seeking an experienced and strategic Finance Manager to oversee the Company's financial planning, budgeting, financial reporting, and strategic finance initiatives. This role will work closely with Senior Management and the Accounting Department to ensure sound financial management, regulatory compliance, and informed business decision-making.

The Finance Manager will primarily focus on financial strategy, corporate financial analysis, budgeting, forecasting, commission review, management reporting, and statutory financial reporting, while the Accounting Manager will continue to oversee the daily accounting operations.

Minimum Qualifications

• Certified Public Accountant (CPA) preferred
• Bachelor's Degree in Accountancy, Finance, or a related field
• At least 5 years of progressive experience in Finance, Accounting, or Financial Management, with at least 2 years in a supervisory or managerial role
• Strong experience in:
  • Preparation of Audited Financial Statements (AFS)
  • Interim Financial Statements (IFS)
  • Budget preparation and financial planning
  • Financial analysis and management reporting
  • Cash flow forecastingFinancial controls and corporate finance
• Experience in the HMO, Insurance, Healthcare, Banking, or Financial Services industry is highly preferred
• Working knowledge of PFRS 17 is a strong advantage
• Experience in dealing with external auditors and regulatory agencies is an advantage
• Proficient in Microsoft Excel and financial reporting systems
• Strong analytical, leadership, communication, and presentation skills

Duties, Functions, and Responsibilities

(a) Strategic Financial Management

• Develop and recommend financial strategies aligned with the Company's business objectives.
• Lead the annual budgeting process and financial forecasting.
• Prepare financial feasibility studies and business case analyses.
• Recommend initiatives to improve profitability, cost efficiency, and financial sustainability.

(b) Financial Planning and Analysis

• Prepare monthly, quarterly, and annual financial analysis reports.
• Analyze revenue, expenses, profitability, and operational performance.
• Present financial insights and recommendations to Senior Management.
• Monitor budget utilization and recommend corrective actions when necessary.

(c) Financial Reporting

• Oversee the preparation and review of:
  • Interim Financial Statements (IFS)
  • Audited Financial Statements (AFS)
  • Management Reports
  • Regulatory financial reports
• Ensure reports comply with applicable accounting standards and regulatory requirements.

(d) Budget and Cash Flow Management

• Develop annual operating and capital budgets.
• Monitor budget performance and variance analysis.
• Prepare cash flow projections and funding requirements.
• Recommend financial controls to optimize cash utilization.

(e) Commission Management

• Review and validate agent, broker, and sales commission computations.
• Ensure commission payments comply with approved policies and compensation structures.
• Recommend improvements to commission processes and controls.

(f) Regulatory Compliance

• Coordinate with auditors, actuaries, and regulatory agencies during financial examinations.
• Support compliance with Insurance Commission reporting requirements.
• Assist in the Company's PFRS 17 implementation and readiness initiatives.

(g) Leadership and Collaboration

• Work closely with the Accounting Manager to ensure accurate financial information.
• Collaborate with department heads in budget preparation and financial planning.
• Support Executive Management in strategic business initiatives.

(h) Other Responsibilities
