Licensed and regulated by the Bangko Sentral ng Pilipinas (BSP) as an Electronic Money Issuer (EMI) and operator of payment systems, Starpay is committed to advancing digital financial inclusion and providing accessible financial services to unbanked and underbanked communities.
As we continue to grow across Fintech, Electronic Money Issuance, and Remittance, we are looking for a Finance Head to join our organization and lead the Company's financial reporting, planning, taxation, accounting systems, and overall financial management.
ABOUT THE ROLE
The Finance Head will initially serve as the Officer-in-Charge (OIC) of the Finance function, providing an opportunity for the Company to assess the candidate's technical skills, leadership capabilities, decision-making, performance, and overall culture fit within the organization.
During this period, the OIC will take on the core responsibilities of the Finance Head, including financial reporting, budgeting and forecasting, taxation, audit coordination, accounting systems, financial controls, and team management.
Upon successful assessment and demonstration of the required skills, leadership, performance, and alignment with the Company's values and culture, the candidate will be formally appointed as Finance Head.
The ideal candidate is analytical, strategic, detail-oriented, and highly accountable, with strong leadership and communication skills and the ability to translate financial information into meaningful business insights. The candidate should also be comfortable working closely with Management and cross-functional teams in a fast-paced and dynamic fintech environment.

KEY RESPONSIBILITIES
Financial Reporting & Management
- Oversee and manage the Company's financial reporting processes, ensuring accurate, complete, and timely financial results.
- Lead the preparation of monthly financial reports, budgets, forecasts, and statutory financial reports.
- Review financial data and reports to ensure accuracy, completeness, and compliance with applicable accounting standards and requirements.
- Provide Management with financial analysis, insights, and recommendations to support critical business decisions.
- Monitor and analyze key financial indicators, including revenues, expenses, billing, collections, and cash flow.
- Track and monitor budget and accounting information and identify significant variances and areas requiring management attention.
Financial Planning & Business Support
- Provide sound financial support and business insights to enable Management to make informed decisions.
- Play a key role in the formulation and implementation of the Company's business strategy.
- Lead the preparation and monitoring of annual budgets and financial forecasts.
- Recommend strategies and initiatives to increase revenues, improve financial performance, and reduce costs.
- Partner with different departments to ensure that financial considerations are properly incorporated into business plans and operational decisions.
Taxation & Regulatory Compliance
- Manage and oversee the Company's taxation affairs, ensuring timely and accurate tax reporting and compliance.
- Coordinate and liaise with external tax experts and advisors regarding tax matters and regulatory requirements.
- Ensure that the Company complies with applicable accounting, tax, statutory, and financial reporting requirements.
- Monitor changes in relevant financial and regulatory requirements and recommend appropriate actions when necessary.
Audit & Accounting Standards
- Manage the Company's relationship with external auditors and coordinate audit requirements.
- Ensure timely submission of required audit schedules, supporting documents, and financial information.
- Ensure compliance with applicable accounting standards and financial reporting requirements.
- Address audit findings and coordinate with relevant departments to ensure appropriate corrective actions are implemented.
Accounting Systems, Policies & Controls
- Manage and oversee the Company's financial and accounting systems to support accurate and efficient financial operations.
- Review and recommend improvements to accounting policies, procedures, standards, and practices.
- Propose to Management and the Board any necessary changes or enhancements to accounting policies and procedures.
- Promote best practices in financial controls, reporting, accounting processes, and cost management.
- Identify opportunities to improve the efficiency, accuracy, and reliability of the Company's financial processes.
Leadership & Team Management
- Lead, manage, and provide direction to the Accounting and Finance team.
- Supervise and provide guidance to the General Accountant and other Finance team members.
- Review the performance and output of Finance team members and provide appropriate guidance and support.
- Foster a culture of accountability, accuracy, integrity, and continuous improvement within the Finance function.
- Work effectively with Management and other departments to address financial and operational requirements.
- Perform other finance-related duties and responsibilities as may be assigned by the Division Head, CFO, or President of the Board.
QUALIFICATIONS
- Bachelor's degree in Accountancy or a related field.
- Must be a Certified Public Accountant (CPA) with a valid license.
- At least 5 years of meaningful experience in accounting or finance, preferably with experience in a supervisory or managerial capacity.
- Strong knowledge of financial reporting, budgeting, forecasting, taxation, accounting standards, and financial controls.
- Experience in external audit coordination and tax compliance is highly preferred.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication, leadership, and management skills.
- Strong attention to detail and commitment to accuracy, integrity, and confidentiality.
- Ability to work under pressure, manage multiple priorities, and meet strict deadlines.
- Strong ability to work collaboratively with Management and cross-functional teams.
- Demonstrated ability to lead, develop, and manage subordinates effectively.
- Experience in a financial institution, fintech, electronic money, payments, or regulated financial services environment is an advantage.
- Willingness to initially serve as OIC and undergo an assessment period focused on technical capabilities, leadership, performance, and culture fit prior to formal appointment as Finance Head.
