Executive recruitment company Monroe Consulting Group Philippines is recruiting on behalf of a company that operates in the Water Utilities / Water Supply and Distribution industry, providing safe and potable water to residential, commercial, and institutional customers.
Finance and Administration Manager is responsible for planning, leading, organizing, directing, and controlling the organization's finance, accounting, administration, customer service, information technology, logistics, and asset management functions. The position develops, implements, and administers policies, systems, and procedures that promote efficient operations, sound financial management, effective internal controls, and compliance with company policies and applicable laws and regulations.
This role is based in Tagbiliran City, Bohol with an onsite work arrangement.
Key Job Responsibilities:
- Accounting / Finance
- Plans, directs, and controls the activities of the Finance and Admin Department to ensure effective coordination and optimum performance.
- Develops and recommends accounting and admin policies, systems, and procedures to maintain and keep updated books of accounts and other accounting records.
- Prepares and manages annual budgets, financial forecasts, and cash flow projections, and monitors expenditures against approved budgets. Present to higher management periodic financial reports.
- Oversees accounts payable and receivable, bank reconciliations, and cash management functions including on-line banking transactions for BIR remittances.
- Implements audit recommendations and strengthen financial risk management and control systems.
- Identifies financial and operational risks and recommends appropriate mitigation measures.
- Liaises with banks, auditors, stakeholders.
- Administration
- Ensures compliance with labor laws, organizational policies, and statutory requirements related to human resource and administrative functions.
- Oversees and ensures the effective administration of human resource functions and the implementation of recruitment, onboarding, and other HR processes, in compliance with company policies and applicable labor laws.
- Oversees recruitment and selection activities, including job postings, applicant screening, interview coordination, and employee onboarding in accordance with company policies.
- Maintains a positive and compliant work environment by managing employee relations, addressing concerns, implementing staff training and development programs, and ensuring fair treatment and consistent application of company policies.
- Promotes ethical practices, accountability, continuous improvement, and efficient use of organizational resources.
- Customer Service
- Ensures that procedures and measures are in place for accurate invoicing, timely billing, and efficient handling of customer payments, refunds, and billing queries.
- Approves water service contracts and ensures completeness of requirements.
- Monitors and ensures with the customer service team to implement and improve customer-focused financial programs, such as payment plans, discounts, loyalty programs, and recommends technology or system enhancements that support efficient Customer service programs.
- Information Technology
- Coordinates with department heads and external service providers to identify technology requirements and ensure that IT solutions effectively support organizational objectives.
- Ensures that adequate data backup, disaster recovery, cybersecurity, and business continuity measures are established and regularly tested.
- Reviews and recommends policies on information security, system access, data governance, and the appropriate use of information technology resources.
- Ensures that IT personnel provide timely technical support, preventive maintenance, and user training to maintain operational efficiency.
- Logistics and Assets
- Manages procurement processes, contracts, leases, inventory and asset management.
- Provides strategic direction in the planning, acquisition, utilization, maintenance, safekeeping, and disposal of organizational assets and properties.
- Oversees the management of warehouses and storage facilities to ensure proper receipt, inspection, storage, issuance, and distribution of supplies, materials, and equipment.
Key Job Qualifications:
- Bachelor's degree in Finance, Accounting, or a related field
- At least 10 years of relevant experience in Finance and Accounting, preferably with CPA certification
- Experience in water utilities, power/utilities, infrastructure, manufacturing, banking, or other regulated industries is highly preferred
- SAP system experience is an advantage
- Strong knowledge of financial management, accounting principles, budgeting, reporting, and regulatory compliance
