Job summary

Rex Education in Metro Manila, Philippines, seeks an experienced Facilities Manager to oversee buildings, dormitories, equipment, and grounds, ensuring safety, cleanliness, and reliable operation of electrical, plumbing, HVAC, landscaping, and other systems. You will lead preventive maintenance, manage budgets, and coordinate with property owners and government agencies.

The role requires a Bachelor's in Engineering or related field, a Civil/Mechanical/Electrical license, 10–15 years experience

Qualifications

• Bachelor's degree in Engineering, Facilities Management, Property Management, Construction Management, or a related field.
• Licensed Engineer Civil, Mechanical, or Electrical Engineering
• At least 10-15 years of relevant experience in Facilities Management, Property Management, Building Operations, or related roles
• Experience managing commercial buildings, offices, residential/dormitory facilities, or multiple properties
• Proven experience in budgeting, procurement, contract management, and cost-control initiatives
• Knowledge of building systems including electrical, plumbing, HVAC, fire protection and safety systems, and landscaping
• Knowledge of the National Building Code of the Philippines and applicable safety/regulatory requirements
• Strong vendor, people-management, and stakeholder-management skills

Responsibilities

• Implement preventive maintenance programs and coordinate routine inspections, repairs, emergency works, and construction/civil projects
• Manage third-party service providers and contractors, handling scope of work, contracts, vendor performance, and issue resolution
• Ensure compliance with the National Building Code and applicable safety regulations, coordinating with government agencies
• Lead safety initiatives and Central Safety Committee activities
• Prepare and manage the Facilities Management Annual Operating Plan and handle budgets for repairs, preventive maintenance, projects, security, housekeeping, insurance, and capex
• Identify cost-saving and efficiency opportunities
• Develop plans for emergencies, disasters, and force majeure events and identify risks affecting buildings and operations
• Oversee security personnel, safety equipment, and security measures
• Manage janitorial and housekeeping services to maintain a clean, safe, and hygienic workplace
• Prepare reports covering maintenance, projects, compliance, KPIs, cost savings, risk management, and SLAs; liaise with owners, tenants, utilities, and agencies

About the role

Manage buildings, grounds, dormitories, equipment, and other company properties. Ensure facilities are safe, clean, functional, and well-maintained. Oversee electrical, plumbing, HVAC, landscaping, and general maintenance.

• Identify cost-saving and efficiency opportunities
• Develop plans for emergencies, disasters, and force majeure events and identify potential risks affecting buildings and business operations
• Oversee security personnel, safety equipment, and security measures
• Manage janitorial and housekeeping services to maintain a clean, safe, and hygienic workplace
• Prepare reports covering maintenance, projects, compliance, KPIs, cost savings, risk management, and service-level agreements and serve as primary liaison with property owners, tenants, utility providers, government agencies, and external stakeholders

About you

• Bachelor's degree in Engineering, Facilities Management, Property Management, Construction Management, or a related field
• Licensed Engineer Civil, Mechanical, or Electrical Engineering
• At least 10-15 years of relevant experience in Facilities Management, Property Management, Building Operations, or related roles
• Experience managing commercial buildings, offices, residential/dormitory facilities, or multiple properties
• Proven experience in preventive and corrective maintenance, construction/civil works, and facility projects
• Experience supervising third-party contractors, vendors, security, janitorial, and maintenance personnel
• Experience in budgeting, procurement, contract management, and cost-control initiatives
• Knowledge of building systems including electrical systems, plumbing, HVAC/air-conditioning, fire protection and safety systems, building structures and civil works, and landscaping and general property maintenance
• Knowledge of the National Building Code of the Philippines and applicable safety and regulatory requirements
• Strong vendor and contractor management skills, people-management and team-supervision skills, project management and problem-solving skills, communication, negotiation, and stakeholder-management skills
