Our client is a global consumer food manufacturing firm. Due to their business & manufacturing plant expansion, they are seeking an experienced Project Engineering Director to lead the planning and execution of major capital expenditure and engineering projects within a manufacturing environment.
The role will oversee projects from initial feasibility and concept development through detailed engineering, construction, commissioning, and final turnover. A key requirement is proven experience in delivering full greenfield manufacturing or industrial projects and managing large-scale CAPEX investments.
Key Responsibilities
- Lead the full project lifecycle, including feasibility studies, master planning, concept development, engineering design, budgeting, construction, commissioning, start-up, and final turnover.
- Lead the development and execution of greenfield manufacturing and industrial facilities from initial planning through operational readiness.
- Develop and manage project schedules, CAPEX budgets, cost estimates, resource plans, procurement strategies, and performance controls.
- Provide overall leadership and governance for major engineering and construction projects with multiple workstreams and stakeholders.
- Manage architects, engineering consultants, contractors, suppliers, project management teams, and other external partners.
- Ensure all engineering and construction activities comply with company standards, regulatory requirements, environmental requirements, and health and safety standards.
- Monitor project progress, expenditure, risks, milestones, and overall project performance, providing regular management reporting and recommendations.
- Lead project risk management, technical issue resolution, design changes, contract variations, and corrective actions.
- Drive value engineering, cost optimisation, constructability improvements, and engineering best practices without compromising quality or operational requirements.
- Coordinate permits, licences, compliance documentation, and government approvals required for project execution.
- Represent the organisation in technical reviews, site coordination meetings, contractor negotiations, and project governance discussions.
- Work closely with plant operations, engineering, procurement, finance, EHS, supply chain, and senior management to ensure successful project delivery and operational readiness.
Qualifications
- Bachelor’s degree in Mechanical, Electrical, Civil, Electronics Engineering, or another relevant engineering discipline. A licensed engineer is preferred.
- At least 10 years of relevant experience in engineering, plant development, construction, or industrial project management, including a minimum of 5 years in a senior leadership or management role.
- Proven experience in the end-to-end development and delivery of greenfield manufacturing or industrial facilities in consumer, manufacturing industries
- Experience in building a plant from greenfield or brownfield is a must
- Demonstrated experience managing major CAPEX projects with a total project value of at least PHP 4 billion.
- Strong track record of delivering complex engineering and construction projects from concept and design through construction, commissioning, and turnover.
- Strong technical understanding of civil and structural works, mechanical and electrical systems, plant utilities, infrastructure, and manufacturing facility requirements.
- Strong capabilities in project management, budgeting, cost control, scheduling, contract management, risk management, and contractor management.
- Experience managing multidisciplinary engineering teams, consultants, EPC contractors, and multiple project stakeholders.
- Excellent analytical, commercial, negotiation, problem-solving, and decision-making skills.
- Strong communication and stakeholder-management skills, with the ability to engage effectively with senior management, technical teams, contractors, and government authorities.
- Experience with AutoCAD, project scheduling tools, and project management software is preferred.
- Must be willing to travel in different parts of Philippines with a work base in Canlubang, Laguna.
