Job summary

OVIALAND INC. in Laguna, Philippines, is seeking an experienced Cost Estimator to prepare detailed project cost estimates for land development, housing, utilities, and infrastructure, based on approved plans.

The role requires 2–5 years in cost estimation, quantity surveying, or construction cost control, a Civil Engineering degree, and strong skills in Excel and budget forecasting. Licensed engineer preferred.

Qualifications

Responsibilities

• Prepare detailed project cost estimates for land development, housing, utilities and infrastructure.
• Develop project budgets and perform quantity take-offs from approved plans.
• Review designs to identify cost implications and savings opportunities.
• Monitor costs and budget utilization; report variances.
• Prepare cost reports and forecasts on a weekly/monthly basis.
• Evaluate bids and quotations, review material costs and methods.
• Assess change orders and contractor billings against quantities.
• Coordinate with teams to maintain cost databases and documentation.

Job description

Key Roles:

• Prepare detailed project cost estimates for land development, housing units, community facilities, utilities, infrastructure, and special projects.
• Develop project budgets and conduct quantity take-offs based on approved plans, specifications, and project requirements.
• Review plans, specifications, and design changes to identify cost implications, potential savings, and cost optimization opportunities.
• Monitor project costs and budget utilization by comparing actual and committed expenditures against approved budgets and identifying cost variances.
• Prepare cost reports and forecasts, including weekly/monthly cost monitoring, budget utilization, and projected project completion costs.
• Evaluate construction costs and quotations by reviewing supplier and subcontractor proposals, bid tabulations, material costs, and alternative construction methods.
• Review project changes and billing claims by assessing variation/change orders and verifying contractor billings and accomplishment reports against approved quantities.
• Coordinate with relevant teams to support cost management, recommend cost-saving measures, maintain accurate cost databases, and ensure proper documentation.

Qualifications:

• Bachelor’s degree in Civil Engineering.
• Minimum 2-5 years of relevant experience in cost estimation, quantity surveying, construction cost control, or land development projects.
• Licensed Civil Engineer is preferred.
• Strong knowledge of cost estimation, cost analysis, and budget forecasting.
• Knowledge of value engineering and construction methods.
• Proficient in MS Excel and other relevant engineering or cost management tools.
• Strong analytical, organizational, and communication skills.
