Job summary

Crédit Agricole CIB seeks an accomplished senior executive to oversee the COO Office teams within ISAP across Asia Pacific. You will supervise operational controls, technology risk, and budget governance while driving procurement and cross-functional projects.

Job description

Management & oversight of COO Office teams in Information Systems Asia Pacific "ISAP".

Lead and Supervise COO teams in ISAP

Key activities & responsibilities of the teams, along with some directly managed:

  • Lead IT Second Line of Defense activities (supervisory controls) & COO Office First Line of Defense functions (operational controls)
  • Oversee Budget & Financial Management to meet MTP financial objectives
  • Ensure Technology Risk Management compliance in accordance with MAS guidelines
  • Oversee Security & Business Continuity Planning (BCP) initiatives
  • Monitor & govern IT service delivery for the ISAP platform, including SLA oversight
  • Manage sourcing activities, administration of external contractors, and alignment with global sourcing strategy
  • Lead Procurement processes and related activities
  • Coordinate Internal and External Communications
  • Drive and support Transversal (cross-functional) projects
  • Contribute to & supervise the preparation of strategic materials & documentation presented to the Strategic Committee
  • Participate in the ISAP Management Committee & work closely with all committee members
  • Support the design, implementation, and execution of the ISAP and ISR transformation roadmap (geo-sourcing, AI, workforce, and related initiatives)

Supervise and oversee COO Office teams & activities in ISAP:

  • Ensure that all activities within the teams’ scope of responsibility are delivered on time, meet quality standards, and are executed in a cost-effective manner
  • Continuously monitor internal customer satisfaction with services delivered by the COO Office, and develop & implement initiatives to further enhance service quality
  • Lead talent management and workforce development initiatives across the teams
  • Ensure that all team members adhere to and uphold the Crédit Agricole CIB Code of Conduct
  • Maintain comprehensive, up-to-date documentation of all relevant rules, guidelines, procedures, and processes
  • Drive and oversee change management activities whenever and wherever required
  • Promote a culture of continuous improvement, operational efficiency, and innovation through ongoing evaluation & implementation of enhancement initiatives, with a strong focus on AI tools adoption across COO office sections

Manage high level of issues between his teams and other parties:

  • Coordinate closely with Head Office teams, including ISR, GSP, FIX, RPC, and CPL, to ensure effective alignment and execution of shared objectives
  • Maintain strong collaboration with teams across ISAP, the Singapore Branch, ISR APAC, other relevant internal stakeholders, and external vendors as required, Ensure close alignment with Singapore Branch Management on common initiatives & priorities, while fostering timely & effective information sharing
  • Maintain proactive coordination with Branch Management to provide assurance that key risk areas are appropriately identified,covered, and managed.

Legal and Regulatory Responsibilities:

  • Comply with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time; Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer/Compliance Officer
  • Maintain appropriate knowledge to ensure to be fully qualified to undertake the role. Complete all mandatory training as required to attain and maintain competence

  • Bachelor’s degree in information technology, Engineering, Business Administration, Finance, or a related discipline.
  • Master's degree (MBA or equivalent) preferred.
Level of minimal experience

Experience
  • Minimum 15 years of relevant experience within the financial services industry, including significant experience in leadership, COO, technology, operations, governance, risk, or transformation roles.
  • Demonstrated experience working within a global and multicultural environment and managing senior stakeholder relationships.
  • Extensive experience in COO functions: technology risk management, management account, IT regulatory guidelines supervision operations, governance, operational risk control, and as transformation project / program lead functions within the banking or financial services industry, preferably within a large and complex organization (>500 employees).

  • Extensive COO & financial services experience, with strong expertise in operations, risk, governance, technology& transformation, supported by strong analytical & strategic decision-making skills
  • Strong financial & commercial management skills, including budgeting, cost optimization, procurement, vendor management, evaluation of strategic investments & business cases.

Risk, Governance & Regulatory Knowledge

  • Strong risk, control, governance & regulatory expertise, with language fluency to communicate with Head Office (France) and operate effectively across an international financial institution

Leadership & Management

  • Strong leadership and people management capabilities, with ability to develop high-performing teams, influence & collaborate across functions & geographies, lead organizational & operational execution in fast paced & complex environment.

Communication & Stakeholder Management

  • Strong communication & stakeholder management skills, with ability communicate complex & sensitive matters clearly & effectively, influence senior stakeholders, deliver executive-level materials, build trusted relationship across diverse multicultural environments
Technical skills required

Strong technical expertise across risk & controls, governance, financial management, operations, technology, transformation, resilence, vendor management with complex financial services environment
