Maynilad Water Services, Inc. is seeking a Project Manager in the Program Delivery Department to plan, execute, monitor, and close projects, ensuring delivery of approved scope, schedule, cost, and quality.
The role oversees the full lifecycle from validation through engineering, procurement, construction, and closeout, aligning with regulatory and contractual obligations while leading cross-functional teams.
ROLE OVERVIEW
The Project Manager under the Program Delivery Department is responsible for planning, executing,
monitoring, and closing assigned projects to ensure the successful delivery of approved scope,
schedule, cost, quality, and compliance objectives. The role oversees the entire project lifecycle—from
project validation and planning through engineering, procurement, construction, and project closeout—
while ensuring alignment with organizational goals, stakeholder expectations, regulatory requirements,
and contractual obligations. The Project Manager leads cross-functional teams, manages project risks,
and promotes best practices in project management to support the successful delivery of infrastructure
projects.
IDEAL TALENT PROFILE
The ideal talent for this role is a PRC Licensed Engineer with substantial experience in project
management, engineering, contracts administration, and construction management. Project
Management certification (PMP, PRINCE2, or equivalent) with advanced AI skills is a strong advantage.
The candidate should possess strong leadership and communication skills, technical competence,
analytical thinking, and the ability to effectively manage stakeholders, contractors, consultants, and
project teams. A proven ability to deliver projects within scope, budget, and schedule while ensuring
compliance with organizational and regulatory standards is essential.
MAJOR RESPONSIBILITIES
1. Plans, directs, and coordinates all phases of the project lifecycle, including proposal
validation, planning, engineering design, procurement, execution, monitoring, and closeout,
while aligning stakeholder expectations with approved project requirements.
2. Manages project scope, schedule, and cost to ensure delivery of approved project
objectives within agreed constraints.
3. Tracks and evaluates project progress and performance against approved cost, quality,
and schedule baselines, and prepares regular status reports.
4. Ensures compliance of all project phases with Maynilad standards, applicable construction
codes, regulatory requirements, and contractual obligations.
5. Prepares, reviews, updates, and implements the Project Management Plan, and
recommends approval of Project Change Requests, Work Variations, Time Extensions, and
Certification of Completion and Acceptance.
6. Identifies, assesses, and manages project risks, issues, and constraints, ensuring timely
escalation of critical concerns.
7. Implements mitigation strategies to address project risks and challenges, ensuring timely
and quality project delivery aligned with key performance metrics and Program Delivery
Department objectives.
8. Engages and coordinates with internal and external stakeholders, including end-users,
operations, designers, consultants, contractors, government units, and private entities.
9. Serves as the primary liaison with clients, local government units, and external agencies;
explains, justifies, and defends project decisions, scope, and progress.
10. Negotiates and resolves sensitive, complex, or contentious issues and complaints related
to assigned projects within delegated authority.
11. Actively participates in the development and continuous improvement of programs,
policies, procedures, and standards to enhance the efficiency and effectiveness of the
Program Delivery Department.
12. Executes management and HR-related policies at the project level, and provides
recommendations and inputs on appointments, performance, and disciplinary actions of
project team members, as applicable.
13. Leads and manages cross-functional project teams to ensure effective collaboration,
accountability, and achievement of project objectives.
14. Provides performance feedback and evaluates project team members throughout the
project
lifecycle based on agreed performance metrics.
15. Promotes best practices in project management, knowledge sharing, and lessons learned
to support organizational learning and continuous improvement.
QUALIFICATIONS AND COMPETENCY REQUIREMENTS
MINIMUM EDUCATION AND PROFESSIONAL LICENSES
• PRC Licensed Engineer (required)
• Project Management Certification (PMP, PRINCE2, or equivalent) is an advantage
• AI in Project Management is an advantage
WORK EXPERIENCE
• Minimum 5 years relevant work experience in project management, engineering, contracts
management, and construction management of any related engineering field
• Minimum 3 years’ experience in supervising project teams, contractor and consultants

• Strong project planning, scheduling, and cost control skills
• Risk assessment and value engineering capabilities
• Solid contracts administration and claims management knowledge
• Background in water and wastewater treatment plant projects

• Experience transitioning or working within waterfall and agile/hybrid methodologies
