P.A. Alvarez Properties And Development Corporation is seeking a Project-in-Charge (PIC) to supervise site operations and deliver projects on time, within safety and cost targets.
You will lead planning, monitoring, control, and closure of assigned projects and mentor subordinates across teams. The role requires strong leadership, robust project-management experience in construction, and solid knowledge of relevant codes and quality standards.
Graduate of BS Civil Engineering or BS Architecture, Licensed.
With at least five (5) years of project management experience in the construction and property development industry, both horizontal and vertical, from a reputable housing developer or construction company.
Proven skills in project management, planning, planning and knowledge of relevant government codes (building code, structural code, DHSUD guidelines, etc.).
Familiar with related engineering disciplines like plumbing, sanitation, fire protection, mechanical and electrical systems.
Proficient in Microsoft Office (Word, Excel, PowerPoint)
Has strong leadership, communication, decision‑making, and negotiation skills.
Willing to be assigned in Santa Rosa or Biñan, Laguna

The Project‑in‑Charge (PIC) is responsible in supervising the site operations and to deliver the project in accordance with Safety, Quality, Delivery Schedule, and Cost Efficiency. He/she will have the overall responsibility for the successful planning, execution, monitoring, control and closure of the assigned projects. The PIC is also responsible for the professional growth of all his/her subordinates and co‑workers who report to him/her.
Defines the Project Scope
Obtain and establish project scope and priority level from C&C/PMT and clarify when needed, if there are given scopes that are not realistic to be delivered, considering site‑specific constraints.
Collaborate with Construction Head in coming up with solutions to address project constraints.
Lead in developing the details of his project operating plan which is subject for review and approval by the Construction Head.
Establish work scope and work packaging to be awarded to contractors and sub‑contractors. Review the contracts to ensure completeness and adequacy of important provisions in collaboration with Construction Head.
Review contractor's proposed work methodology, actual work, equipment and manpower schedules to ensure safety and suitability in supporting project objectives.
Ensures all manpower and staff are in a safe working environment thru daily inspection of all PPE's and tools during the toolbox meeting, before all workers proceed to job site.
Coordinate with Credit & Collection (C&C) to obtain the list of block and lot units targeted for construction for the succeeding year. C&C shall provide the list every October of the current year.
Shall facilitate the review of the block and lot list provided by C&C to determine the feasibility and efficiency of the proposed construction scope.
Evaluate and Identify unbuildable units due to land development issues or other site constraints.
Identify gap units that may be required to improve construction efficiency, work sequencing, and continuity.
Shall ensure that the final construction scope is clearly documented, agreed upon by the concerned teams, and communicated for implementation. Any changes to the approved scope shall be properly evaluated, justified, and coordinated with the affected stakeholders.
Quality Management
Properly check the workmanship of workers and staff, the acceptability of materials to be used, along with tools and equipment in order to ensure quality of work done.
Working in line with Warehousing Team in assuring all of materials on site and to be delivered and used in construction are in good quality and the stocking area is safe for construction materials.
Responsible for ensuring that all constructed housing units meet the approved plans, specifications, quality standards, and project requirements.
Conduct daily inspection of ongoing construction activities.
Document the progress and quality of workmanship.
Utilize approved QA/QC inspection forms and checklists.
Establish and monitor hold points for critical construction activities.
Ensure that required inspection and approval are completed before the succeeding activity is commenced.
Record and monitor any deficiencies, non‑conformities, and corrective actions. Shall ensure that construction materials used in the project conform to the approved material specifications and applicable standards.
Inspect delivered construction materials upon receipt.
Verify materials against the approved specifications, quantity, and required standards. Ensure that materials are properly stored and protected from damage or deterioration.
Coordinate required material testing and verification prior to use.
Shall ensure that required testing is conducted to verify the quality, functionality, and performance of installed systems.
Conduct Electrical insulation resistance (Megger) testing for electrical installations. Facilitate Pressure leak testing for waterline installations.
Conduct Flow testing for sanitary and drainage systems. Document and review all test results prior to acceptance
Shall ensure that workers assigned to the project have the appropriate skills, qualifications, and training required for their respective construction activities. Verify that workers have adequate skills and experience for their assigned work. Ensure that specialized activities are performed by appropriately trained personnel. Identify training or competency gaps and coordinate necessary training or corrective measures.
Monitor workmanship and ensure that workers consistently comply with approved construction methods and quality standards.
Schedule Management
Arrange all workflows and construction schemes with respect to construction schedule and time duration on contract, to assure the management of the timely delivery of each project and sub‑projects. He should also manage the workflow based on the current condition of th site in cases of natural phenomena occurrences like storm, heavy rain, etc.
Ensures that all PRS are properly prepared, reviewed and timed, based on project's requirements and need to avoid unnecessary expenses.
Close coordination with Procurement and Project Monitoring Team to ensure all of awarded contracts are updated and based on schedule.
Shall be responsible for developing the construction schedule and ensuring that the required resources are available and property aligned with the project timeline.
Shall determine the manpower requirements based on the approved construction scope and schedule.
Identify the number of existing administrative workers available for the project.
Determine the additional administrative manpower to be hired.
Define the required skills, qualifications, and competencies for each position. Determine the required manpower deployment period and duration of contract.
Ensure manpower availability is aligned with the planned construction sequence.
Shall determine and coordinate the contractor requirements necessary to meet the project schedule
Identify the number of contractors required based on the construction volume and target completion dates.
Establish the required mobilization date of each contractor.
Ensure contractor deployment is aligned with the construction schedule and site readiness. Shall identify and plan the equipment requirements for the project Determine the quantity of equipment required
Identify the type and specifications of equipment needed.
Establish the required deployment and duration of equipment utilization.
Schedule equipment availability based on the construction sequence.
Coordinate equipment mobilization to avoid delays and underutilization.
Shall determine the formwork requirements based on the planned construction activities, particularly for pad and shell construction.
Determine the required quantity and type of formworks.
Establish the formwork utilization and rotation plan.
Align formwork availability with the construction schedule.
Ensure sufficient formworks are available to maintain the required construction cycle. Shall ensure that materials are properly planned, procured, and delivered according to the construction schedule.
Prepare and/or coordinate the preparation of Purchase Requisitions (PRS) based on the approved material requirements.
Establish the required quantities and target delivery dates.
Develop the material delivery schedule
Coordinate with Procurement, suppliers, and the Construction Team to ensure timely delivery
Monitor material availability and identify potential supply constraints that may affect the construction schedule.
Shall consolidate the manpower, contractors, equipment, formworks, and material requirements into a Project Operating Plan.
