HRTx Inc. is seeking an accomplished Construction & Project Development Operations Lead in NCR for an onsite, full-time role.

The candidate will oversee end-to-end construction and project development, manage multiple large-scale property developments, and drive site execution with senior leadership support. The role demands a Civil Engineering degree, a professional license preferred, and 15+ years in construction/PM with a proven track record in senior leadership and cost control.

Qualifications

• Bachelor's degree in Civil Engineering is required.
• 15+ years of progressive experience in construction and project management with senior leadership experience.
• Strong background in construction management, design coordination, quantity surveying, cost control, and contract administration.

Responsibilities

• Lead end-to-end construction and project development lifecycle from planning and design to handover.
• Oversee multiple complex projects, ensuring delivery timelines and cost efficiency.
• Provide high-level strategic direction on construction methodologies, planning, design development, and site execution.
• Review and approve project designs, specifications, quantity surveying, cost estimates, contracts, and variation orders.
• Direct the selection, negotiation, management, and performance evaluation of contractors, consultants, and suppliers.
• Monitor project budgets, schedules, risk registers, milestones, and quality standards across all sites.
• Collaborate with senior management, internal teams, and external partners to resolve complex issues.
• Present financial performance, status updates, risk assessments, and strategic recommendations to executives.
• Ensure compliance with regulatory requirements, codes, site safety standards, and company policies.
• Drive continuous process improvements across construction workflows, cost control mechanisms, and delivery systems.

Key Responsibilities

• Lead the end-to-end construction and project development lifecycle from initial planning and design to final handover.
• Oversee multiple complex projects simultaneously, maintaining strict control over delivery timelines and cost efficiency.
• Provide high-level strategic direction on construction methodologies, project planning, design development, and site execution.
• Review and approve project designs, specifications, quantity surveying, cost estimates, contracts, and variation orders.
• Direct the selection, negotiation, management, and performance evaluation of contractors, consultants, and suppliers.
• Monitor project budgets, schedules, risk registers, key milestones, and rigorous quality standards across all sites.
• Work alongside senior management, internal project teams, and external partners to resolve complex technical and operational issues.
• Present financial performance, status updates, risk assessments, and strategic recommendations directly to executive management.
• Ensure absolute compliance with regulatory requirements, engineering codes, site safety standards, and corporate policies.

Qualifications

• Bachelor's degree in Civil Engineering
• Professional engineering license is highly preferred.
• At least 15 years of progressive experience in construction and project management, with significant time spent in senior leadership.
• Proven track record of successfully managing multiple large-scale property developments simultaneously (e.g., commercial, mixed-use, residential high-rise).
• Deep technical background in construction management, design coordination, quantity surveying, cost control, and contract administration.
• Extensive experience negotiating with and managing major contractors, consultants, and supply chain partners.
• Strong financial acumen regarding project budgets, procurement strategy, and the commercial drivers of property development.
• Exceptional leadership, negotiation, executive presentation, and stakeholder management skills.
• Demonstrated ability to navigate competing priorities and manage risk in a fast-paced environment.
