Job summary

Sureste Properties Inc. is seeking a Commercial Manager to oversee all commercial aspects of projects, including budget control, contract administration, certifying payments, and handling variations and claims.

The role covers pre-contract tender preparation, post-contract administration, and final account activities, with emphasis on risk management and stakeholder coordination across major building projects in Asia.

Qualifications

• 10+ years' commercial and/or QS experience in major building construction projects
• Exposure to Hospitality and/or IR projects preferably in Asia
• Minimum 5 years Owners / Consultants side site representation on major complex projects

Responsibilities

• Assemble and prepare tender documentation
• Review vendor submissions and prepare recommendation reports
• Prepare Letter of Award and draft contracts
• Prepare contract & supply package and consultancy agreement; manage valuation and payment with PQS
• Monitor payments and ensure contractor/suppliers’ compliance with contract terms
• Manage Change Requests (CR) and Engineer’s Instructions (EI)
• Identify commercial risk to the project budget and formulate mitigation strategies
• Review financial statements and ensure contract instructions are accounted for
• Negotiate final settlement and reconcile cost reports with final account

About the role

The Commercial Manager shall oversee and manage all the commercial aspects of projects, including budget control, contract administration, including certifying payments, processing variations and claims.

Key responsibilities

• Pre-Contract

  • Manage the assembly and preparation of tender documentation
  • Review vendor submissions and prepare recommendation reports
  • Prepare Letter of Award and draft contracts

• Post Contract Stage

  • Preparation of contract & supply package and consultancy agreement
  • Manage valuation and payment process with Professional Quantity Surveyors (PQS) along with other stakeholders in the project team
  • Monitor payments and ensure contractor/suppliers’ compliance in accordance with company policy and specific contract agreements
  • Manage Change Request (CR) and Engineer’s Instruction (EI)
  • Make recommendations for Budget Transfer (BT)
  • Identify commercial risk to the project budget/delivery and formulate strategy to mitigate

• Final Account Stage

  • Review financial statements and ensure all contract instructions have been accounted for including variation claims, provisional sums, prime cost sums etc.
  • Negotiate for final settlement and recommend for management’s approval
  • Reconcile last formal cost report with final account
