Job summary

ABSI seeks a Chief Engineer to lead engineering and technical operations for a premier mall in the Philippines. You will ensure safe, reliable performance of building systems (MEP, HVAC) while driving operational excellence, safety, and compliance. Lead a skilled team to support daily operations and long-term business goals.

Responsibilities include overseeing maintenance, energy optimization, budget control, and CAPEX projects, with strong emphasis on regulatory compliance and vendor management.

Qualifications

• Licensed Engineer with a Bachelor’s degree in Electrical or Mechanical Engineering.
• Minimum of 6 years’ solid experience in electro-mechanical industry and property management.
• Strong knowledge of local regulations, building codes, and compliance requirements.
• Proven experience in managing technical teams, contractors, and large-scale facilities.
• Excellent leadership, project management, and problem-solving skills.
• Proficiency in MS Office applications and engineering/project management tools (SAP, AutoCAD).
• Action-oriented, collaborative, and committed to operational excellence.
• Advanced proficiency in MS Office Suite, SAP, CADD, and building management systems

Responsibilities

• Oversee preventive, corrective, and predictive maintenance of all building systems
• Develop and execute Planned Preventive Maintenance (PPM) schedules to maximize uptime
• Optimize energy and water management systems
• Manage technical resources and respond to merchant/operations engineering needs
• Identify asset replacement and major repair needs; act as onsite project manager for CAPEX initiatives; ensure projects on time and within budget

Job description

The Chief Engineer will lead the engineering and technical operations of a premier mall. This role needs

to ensure the safe, reliable, and eƯicient performance of all building systems, including MEP, HVAC, and

critical infrastructure. This role drives operational excellence, safety and compliance, energy eƯiciency,

and project delivery—while leading a skilled engineering team to support the mall’s day-to-day

operations and long-term business goals.

Essential Duties and Responsibilities:

Operations & Maintenance

• Oversee preventive, corrective, and predictive maintenance of all building systems
• Develop and execute Planned Preventive Maintenance (PPM) schedules to maximize uptime
• Optimize energy and water management systems
• Manage technical resources and respond to merchant/operations engineering needs

Safety & Compliance

• Ensure compliance with building codes, fire safety, and environmental regulations
• Conduct safety inspections and risk assessments
• Maintain emergency systems and serve as the primary responder for technical emergencies

Energy & Sustainability

• Implement energy-saving initiatives aligned with green building policies
• Monitor consumption and recommend optimization solutions
• Integrate smart building technologies

Budget & Financial Management

• Prepare and manage operating and capital budgets
• Control costs through strategic vendor management and procurement
• Develop CAPEX proposals with ROI/payback analyses

Capital Projects

• Identify asset replacement and major repair needs
• Act as onsite project manager for CAPEX initiatives
• Ensure projects are delivered on time, within budget, to ALMI standards
