Position Overview
The Business Development Head is responsible for driving sustainable business growth and market expansion across Renewable Energy, Water & Environment, Port & Marine, Buildings, Retail Network, Industry, and Mobility sectors.
The role will lead the identification, development, and conversion of business opportunities into profitable projects while strengthening client relationships, strategic partnerships, and market positioning. The Business Development Head shall develop and execute growth strategies, oversee the business development team, manage key pursuits, and collaborate closely with technical and operational leaders to achieve revenue and profitability targets. This aligns with Artelia Philippines' growth strategy in existing and emerging markets.
Roles and Responsibilities
Strategic Business Development
- Develop and implement the company's business development strategy and annual growth plan.
- Identify new market opportunities and service offerings within target sectors.
- Establish strategic priorities, client targeting plans, and key account management programs.
- Monitor industry trends, regulatory changes, market developments, and competitor activities.
Market Expansion
- Drive market penetration and expansion in:

- Build and maintain a robust opportunity pipeline.
- Assess market attractiveness and prioritize investments and business efforts.
Client Relationship Management
- Develop relationships with project owners, developers, government agencies, investors, contractors, and key stakeholders.
- Position the company as a preferred engineering, consultancy, and project management partner.
- Lead executive-level client engagement and negotiations.
Opportunity Management & Bidding
- Lead identification, qualification, and pursuit of opportunities.
- Coordinate proposal development, bid management, and tender submissions.
- Ensure high-quality technical and commercial proposals.
- Support contract negotiations and project acquisition activities.
Revenue Growth & Performance
- Achieve annual sales, revenue, and profitability targets.
- Maintain accurate sales forecasts and opportunity tracking.
- Monitor conversion rates and pursuit performance metrics.
- Report business development performance to Management.
Team Leadership
- Lead, coach, and develop:
- 2 Business Development Coordinators
- 1 Business Development Analyst
- Establish clear KPIs and performance objectives.
- Promote collaboration between business development, operations, technical teams, and management.
Market Intelligence & Analytics
- Oversee market research and competitive intelligence activities.
- Evaluate market opportunities, risks, and strategic partnerships.
- Utilize market data to support executive decision-making.
Strategic Partnerships
- Establish partnerships with:
- Developers
- Investors
- Government agencies
- Industry associations
- International partners
- Represent the company at industry conferences, forums, and networking events.
Cross-Functional Collaboration
- Work closely with Market Line Directors, Project Directors, and Operations teams to convert opportunities into successful project deliveries.
- Support strategic initiatives across local and regional teams.

QUALIFICATIONS
Education
- Bachelor's Degree in Engineering, Business Administration, Marketing, Economics, Project Management, or related discipline.
- Master's Degree in Business Administration (MBA) or equivalent postgraduate qualification is highly preferred.
Experience
- Minimum ten (10) years of relevant experience in engineering consultancy, infrastructure, construction, energy, or project management industries.
- At least five (5) years in business development, sales leadership, market expansion, or strategic growth functions.
- Proven experience developing business across infrastructure, energy, environmental, industrial, or engineering sectors.
- Demonstrated success in winning major consultancy, engineering, EPCM, PMC, or infrastructure projects.

PREFERRED EXPERIENCE
- Engineering consultancy, project management consultancy (PMC), EPCM, infrastructure, or construction sector experience.
- Existing professional network within the Philippine infrastructure, energy, environmental, industrial, and transportation sectors.
- Experience working with government agencies, developers, multinational clients, and international funding institutions.
- Familiarity with regional APAC business development and market expansion initiatives.
