Job summary

UNDP in the Philippines seeks a consultant to support the development of bankable MSMEs and community-based enterprises. Qualifications

• Bachelor’s degree in business, innovation, environmental management, or a related field.
• Minimum of eight (8) years of professional experience in social enterprise development, climate finance, impact investments, or related work in the Philippines or Southeast Asia.
• Experience in curriculum development and capacity building for nature-based solutions, blue economy, and agri-based enterprises in the Philippines in the last two (2) years.
• Demonstrated experience engaging with government agencies, multilateral development banks (MDBs), United Nations agencies, or financial regulators on climate/sustainable finance policy or investment readiness programs.
• Quality, feasibility, and technical soundness of the submitted proposed workplan.

Responsibilities

• Oversee the development of a bankable portfolio of MSMEs and community-based enterprises with sustainability and climate-smart practices.
• Lead baseline assessments to determine technical assistance and mentorship needs for each enterprise.
• Define targeted investment sizes and coordinate with financial sector partners.
• Develop a curriculum and provide guidance on identifying financial, legal, and business strategies for multi-stakeholder inclusion.
• Support preparation of technical documentation to strengthen bankability and access to blended finance.
• Map stakeholders and facilitate meetings to secure financing agreements between enterprises and financial institutions.
• Monitor programme progress, ensure governance and safeguard compliance, and contribute to agency work plans.
