Job summary

World Vision International seeks a Program Officer for the Zamboanga del Norte Area Development Program to lead design, implementation, and monitoring of community initiatives that promote environmental resilience, sustainable livelihoods, and inclusive development. The role liaises with local government, partners, and communities to ensure alignment with strategic goals and responsive actions.

Qualifications

• Graduate of Bachelor of Science in Social Work, Community Development, or related Social Sciences.
• Trained on LEAP 3 and DPA or foundations of Community Organizing and Development.
• At least 2 years of NGO program/project implementation experience.
• Experience with LGUs, agencies, churches, and partner organizations.
• Experience facilitating children’s activities.
• Strong understanding of child rights and responsibilities.
• Knowledge of monitoring and evaluation.
• Advocacy and representation experience.
• Proficient in MS Office and tech for program management.
• Excellent written and verbal communication; networking and facilitation skills.

Responsibilities

• Develops contextualized annual implementation plans aligned with the Area Program plan.
• Coordinates and monitorsTechnical Programs against targets, timelines, quality, and budget.
• Ensures integrated and coordinated program implementation across assigned areas.
• Monitors achievement of targets and budget utilization.
• Provides recommendations for expansion, growth, and funding models.
• Facilitates transitions of focus areas when applicable.
• Identifies and coordinates partner organizations and signs plans/agreements.
• Builds linkages with government, CBOs, churches, and stakeholders.
• Facilitates community planning, reporting, and local advocacy for child wellbeing.
• Strengthens CBOs and promotes community ownership of child wellbeing initiatives.
• Represents WVDF and coordinates with partners at various levels.
• Ensures sponsorship operations indicators and data quality; supports RC records.
• Documents results, advocacy outcomes, lessons learned and good practices.
• Compliance with safeguarding, financial procedures and People & Culture.
• Prepares monthly/ semi-annual/ annual reports using prescribed templates.
