PETNET, INC. in the Philippines seeks a Scrum Agile Practice & QA Manager to govern agile methodologies and drive continuous delivery across IT. You will mentor Scrum Masters, align with Product Owner and Dev teams, and ensure quality integration within sprints.
You will lead governance, metrics, and tooling strategies, partnering with the CTO to deliver maximum business value and manage organizational change toward an agile culture.
The Scrum Agile Practice & QA Manager is a strategic leadership role responsible for the governance, scaling, and continuous improvement of Agile methodologies across the IT Organization of Petnet.
This role defines the company’s Agile Framework, mentors a team of Scrum Masters, and fosters a high -performing culture of continuous delivery.
Reporting directly to the CTO, you will bridge the gap between technical execution and business strategy, ensuring teams deliver maximum value efficiently.
The role will work closely with the Agile team (Product Owner, IT Developers, and other key stakeholders of the sprint or the product)
Framework Definition - Define, standardize, and evolve the Agile framework tailored for Petnet’s unique IT landscape
Standardization - Establish clear guardrails, metrics, and best practices for agile software delivery
Tooling Architecture - Select, implement, and manage enterprise agile tooling architectures (i.e. clickup, etc)
Chapter Leadership - Lead, recruit, and manage a high-performing chapter of Scrum Masters and QA Analysts
Professional Development - Provide ongoing mentorship, career coaching, and performance management for direct reports
QA Integration - Ensure tight collaboration between the QA Analyst function and Scrum teams to bake quality into the development process
Skill Building - Identify training needs and foster an environment of continuous professional growth within the Agile and QA community
Bridge Building - Facilitate collaboration between Product Management, Engineering (App Development, DevOps) and Business Stakeholders to streamline workflows
Advocacy - Aggregate team-level metrics into executive dashboards for the CTO and applicable committees, ensuring organizational alignment with Agile values
Change Management - Lead initiatives to transition teams from traditional workflows to Agile Methodologies, managing resistance and fostering culture change.
Portfolio Reporting - Aggregate team-level metrics (Velocity, Cycle Time, Throughput) into executive dashboard for the CTO, Committee Meetings, focusing on ROI, Time to Market and other appropriate metrics via Dashboards
Systemic Optimization - Audit existing workflows to identify bottlenecks and implement systemic improvements
Compliance & Standards - Ensure Agile processes adhere to organizational standards and applicable regulatory requirements (i.e. BSP regulations, etc)
Proactively take responsibilities as advised by the CTO;
Attend Technical and Functional Conferences with the objective of learning new technologies and methodologies relative to the improvement of Agile and QA knowledge and practices in Petnet
Manage all the coordination or actual technical fixing of the tools that are being used by the team (i.e. clickup, SDP, etc) ensuring technical efficiency of the tools are sound.
Petnet-wide Agile Maturity - Improvement in team-level Agile assessment scores over time
Release Predictability - Consistency in delivery timelines across the IT department
Quality Standards - Reduction in defect leakage rates and improvement in sprint quality assurance metrics (via the QA Analyst)
Team Engagement - Turnover rates and engagement scores within the Scrum Master and QA teams
Metric Transparency - Reliability and transparency of reporting data from Petnet’s agile tools
Stakeholder Trust - Feedback from the CTO and department heads regarding visibility into delivery progress and process efficiency
Framework Authority - Final decision-making authority on the standardized Agile processes and methodologies used across IT
Governance Authority - Authority to audit Agile teams for adherence to established standards and intervene in cases of non-compliance
Resource Allocation - Authority to assign and rotate Scrum Master and QA resources across various project/squads
Escalation Path - Acting as the ultimate point of escalation for blockers that cannot be resolved at the team level before escalating to CTO, appropriate BU Heads, Product Owners and appropriate Committees.
Process Veto - Authority to override practices that contradict Petnet’s established Agile philosophy or create technical debt
Strategic Thinking - Ability to connect team-level sprint metrics to organizational goals and ROI
Organizational Change Management - Skill in navigating and influencing complex organizational hierarchies
People Leadership - Experienced in coaching, mentoring, managing, inspiring cross-functional teams
System Thinking - Expert understanding of dependencies between development, QA and business stakeholders
Data-Driven Decision Making - Ability to translate raw team data into actionable insights for executive leadership
Advanced Conflict Mediation - Capacity to resolve systemic friction between departments (i.e. IT vs BUs/Risk/Compliance, etc)
Education: Bachelor’s Degree IT, Business Administration, or a related field; Advance degree or MBA is a plus;
Experience: 5+ years of experience in Agile/Scrum leadership roles, with at least 2+ years in a people management capacity
Certifications: Certified Scrum Master (CSM) or Professional Scrum Master (PSM); Agile Coaching or Scaling Certifications (i.e. SAFe, LeSS) is preferred
Technical Proficiency: Expert-level mastery of project management and agile tooling (i.e. Clickup, Jira, etc)
Regulatory Experience: Proven experience working within highly regulated environments (i.e. BSP, Finance) is preferred
