Next Level Group in Peru seeks an experienced HR Manager to lead the HR function at a unionized operation, providing strategic and hands-on leadership with facility leadership, supervisors, employees, and union representatives. Responsibilities include labour and employee relations, workforce planning, recruitment, compliance, HR policies and programs, reporting, and supervision of HR staff.

  • CPHR, CHRP, or equivalent designation is considered an asset.

Our client is seeking an experienced Human Resources Manager to lead the HR function at an established, unionized operation in Central PEI.

The successful candidate will provide both strategic and hands-on HR leadership, working closely with facility leadership, supervisors, employees, and union representatives. This position will be responsible for labour and employee relations, workforce planning, recruitment, compliance, HR policies and programs, reporting, employee communications, and the supervision of HR staff.

Key Responsibilities

Lead workforce planning and HR strategy in alignment with operational and business objectives.

Develop recruitment strategies and oversee sourcing, selection, hiring, and onboarding.

Monitor staffing levels, absenteeism, turnover, retention, and workforce trends.

Support succession planning and employee development initiatives.

Lead labour relations within a unionized environment.

Interpret and administer collective agreement provisions.

Manage grievances, investigations, meetings, and resolution processes.

Coach managers and supervisors on labour relations and employee relations matters.

Advise management on attendance, performance, discipline, investigations, workplace concerns, and conflict resolution.

Administer progressive discipline and termination processes when required.

Ensure compliance with employment standards, labour legislation, human rights, accommodation requirements, leaves, and other applicable regulations.

Monitor legislative changes and recommend updates to HR policies and practices.

Manage unemployment claims and related hearings, complaints, audits, or government inquiries.

Develop, implement, and maintain HR policies, procedures, and programs.

Identify opportunities to improve HR processes, efficiency, consistency, and employee service.

Maintain accurate employee records, personnel files, HR documentation, and HRIS data.

Prepare HR reports, workforce metrics, and KPIs for management.

Analyze workforce data and recommend improvements related to turnover, absenteeism, retention, and staffing.

Supervise HR staff and provide direction, coaching, and performance support.

Coordinate day-to-day HR operations and provide responsive support to employees and management.

Manage HR-related employee communications, notices, policy updates, and workplace information.

Perform other related HR duties and projects as required.

Qualifications

Post-secondary education in Human Resources, Business Administration, Industrial Relations, Labour Relations, or a related field.

Minimum 5 years of progressive HR experience, including leadership or supervisory responsibility.

Previous experience in a unionized environment.

Strong experience with collective agreement administration, grievances, labour relations, and employee relations.

Strong knowledge of Canadian employment standards, labour legislation, human rights, accommodation, and HR compliance.

Experience with recruitment, workforce planning, succession planning, retention, and turnover analysis.

Knowledge of Canadian immigration and immigration pathways is an asset.

Experience with HR policies, benefits administration, HR records, reporting, and HRIS systems.

Strong coaching and advisory skills with the ability to support managers and supervisors.

Excellent communication, leadership, conflict resolution, organizational, analytical, and decision-making skills.

Strong judgment and the ability to maintain confidentiality.

Ability to manage multiple priorities in a fast-paced operational environment.

CPHR, CHRP, or equivalent designation is considered an asset.
