Job summary

Converra Consulting in Muscat, Oman, seeks a Technical Services Manager to lead the PMC team on a long-term maintenance project. The role acts as the critical link to the main contractor’s Project Director, accountable for output, governance and staffing across the PMC function.

Reporting line to the main contractor and supervision of all PMC positions, the role requires deep oil & gas maintenance experience and a track record of managing complex contracts.

Qualifications

• Proven background in managing long-term maintenance contracts, brownfield projects or service agreements.
• Direct hands-on experience on major national oil company assets in Oman with familiarity of HSE procedures and technical specs.
• Operational and technical expertise on oil and gas maintenance projects across upstream/midstream/downstream facilities.
• Minimum 20 years overall experience, including at least 5 years in a managerial role on integrated services, maintenance or EPC contracts in oil & gas.
• Engineering degree required; MBA preferred.

Responsibilities

• Lead and supervise the PMC team, allocate work, and quality review every submission to the main contractor.
• Act as the single point of contact to the main contractor's Project Director and deliver the integrated PMC report and dashboard.
• Own PMC governance, including reporting rhythm, action logs, and interface arrangements with main contractor functions.
• Chair team transition reviews and maintain the continuity register.
• Advise the Project Director on time, cost, contract, procurement and risk issues with recovery options.
• Manage PMC staffing, including replacements, handovers and succession planning.
• Support the main contractor in organisation and mobilisation submissions.

We are scaling up a maintenance project in Oman and have an opportunity for a Technical Services Manager to join the team at this stage.

This is the senior leadership role for the PMC team, acting as the single point of contact to the main contractor's Project Director, and accountable for the team's output, governance and staffing.

Reporting Line

This role reports to the main contractor's Project Director on a line basis, and supervises all PMC positions.

Key Responsibilities

• Lead and supervise the PMC team, allocate work, and quality review every submission going to the main contractor.
• Act as the single point of contact to the main contractor's Project Director, and issue the integrated PMC report and dashboard.
• Own PMC governance, including the reporting rhythm, action and decision logs, and the interface arrangements with the main contractor's functions.
• Chair the team's periodic transition review and maintain the role continuity register.
• Advise the main contractor's Project Director early on time, cost, contract, procurement and risk issues, with recovery options.
• Manage PMC staffing, including replacements, handovers and succession planning.
• Support the main contractor in preparing organisation and mobilisation submissions.

Candidate Requirements

• Candidates must have a proven background managing, executing or governing long-term maintenance contracts, brownfield projects or service agreements.
• Candidates must have direct, hands-on experience on major national oil company assets in Oman, with strong familiarity with operator HSE procedures and technical specifications.
• Candidates must have demonstrated operational and technical expertise on oil and gas maintenance projects, across upstream, midstream or downstream facilities.
• Minimum 20 years of overall experience, including at least 5 years in a managerial role on an integrated services, maintenance or EPC contract in oil and gas.
• Engineering degree. Professional institute membership and an MBA are both preferred.

Location, Engagement

Muscat, Oman. This is a full-time, project-based position. The engagement runs through an initial mobilisation phase followed by the main execution phase of a multi-year contract.
