Job summary

SOCAT LLC in Muscat is seeking an experienced HSE Lead to drive QHSE policies across sites. You will organize departments, lead Safety and Fire teams, and ensure compliance with client and company rules for hygiene, safety, and environmental standards.

Ideal candidates have 8–10+ years in HSE, NEBOSH certification, and GCC/Oman exposure, with strong incident investigation and reporting skills. This role requires active site time and leadership across dispersed locations.

1. Standards

• Ensure all work is carried out as per the contract and client specifications.
• Plan, organize, and control the departments to ensure that the company and the client benefit from the best HSE policies in place.
• Conduct daily inspections of all areas to ensure the implementation of QHSE policies and practices.
• Direct the Safety, Security, and Fire Fighting teams to ensure high-quality services are delivered to the client.
• Ensure that all job site and campsite procedures are strictly followed.
• Ensure that all required equipment and supplies are available to perform the job at all times.
• Ensure that all equipment is systematically checked as per client and manufacturer recommendations.
• Perform all reporting and administrative duties accurately and on time.
• Conduct safety audits and inform management of any potential opportunities for activity development and any direct or indirect problems affecting the company.
• Regularly review the performance of every employee reporting to the position and set appropriate targets.
• Control the inventory and usage of equipment and fixed assets allocated to the department.
• Attend safety meetings and present reports to the client and management as per the defined schedules.
• Ensure that every employee under the position's responsibility is fully trained according to the required standards.
• Organize and conduct safety training for all staff and maintain up-to-date records of on-the-job and off-the-job training.
• Perform any other duties outside the normal routine but within the scope of the job, as instructed by the Operations Manager / Project Manager.

2. People

• Ensure all staff assigned to the location receive company and client inductions and that these are properly documented.
• Ensure staff compliance with company personnel and training policies.
• Develop and maintain good working relationships with the client and customers through regular personal contact.
• Maintain professional and pleasant working relationships with all superiors and peers at all times.

3. QHSE

• Ensure all work is carried out in compliance with the Quality, Health, Safety and Environment Management System.
• Ensure that all accidents, fires, losses, thefts, and damages are reported to superiors immediately and that proper procedures are followed. Where appropriate, take necessary remedial action.
• Prepare investigation reports for incidents and accidents at the location and report developments to the QHSE Manager on a daily basis.
• Adhere to the QHSE rules and regulations of the client.
• Use the correct PPE and ensure it is maintained in good condition.
• Ensure proper usage and maintenance of all equipment under the position's responsibility.
• Conduct regular toolbox meetings and training sessions to enhance QHSE knowledge and awareness among staff members.
• Conduct daily inspections of all areas to ensure excellent hygiene standards are maintained.
• Ensure periodic pest control is carried out in all areas of operation.
• Maintain the highest possible standards of personal hygiene.

4. Management

• Monitor costs and quality of performance to ensure they meet the targets and objectives set by the superior.
• Coordinate with management in the event of an accident, conduct incident investigations, and ensure proper and accurate reporting to superiors.

• NEBOSH International General Certificate at minimum, preferably Diploma-level or equivalent senior qualification.
• 8–10+ years genuine HSE experience, with several years managing an HSE team.
• GCC experience, ideally Oman and preferably catering/FM, hospitality, industrial camps, oil & gas or remote-site operations.
• Demonstrated ISO 45001 / ISO 14001 implementation and audit capability.
• Incident investigation, RCA, CAPA, risk assessment/JSA, PTW, emergency response and contractor management.
• Evidence of managing multiple geographically dispersed sites, not merely being based at one facility.
• Strong client-facing capability because the person will deal with demanding clients and major accounts.
• Concrete achievements: reduction in incidents/LTIs, audit scores, closure rates, training compliance, inspection frequency, corrective-action performance, etc.
• Driving license and willingness to spend substantial time on sites. Given the exact weakness you're currently experiencing, I'd explicitly test this rather than assume it.
