Job summary

Como Facilities Management Services seeks a competent HSE Officer to provide visible on-site Health, Safety and Environment leadership for facilities management and catering operations at Khazzan (Shaqab). The role ensures robust CoW compliance, drives assurance and timely action closure, maintains emergency readiness, and delivers HSE reporting to the client.

This is a hands-on, site-facing position combining daily operational presence with structured assurance, training, incident management

Qualifications

  • 5+ years of practical HSE experience in Oil & Gas, remote camp operations, or facilities management environments.
  • NEBOSH General Certificate and OSHA (or equivalent) certification.
  • Good command of English and Hindi (advantageous for workforce communication).
  • Knowledge of ISO 45001 and ISO 14001 requirements.
  • Experience with risk assessments (TRA/HITRA, MoC, COSHH, RAPs) and incident investigations.
  • Experience with HSE reporting and client liaison.

Responsibilities

  • Maintain daily site presence with toolbox talks and CoW/PTW inspections.
  • Promote IOGP Life-Saving Rules and enforce safety standards for vehicles and equipment.
  • Drive action closure for SV/OS, audits, and dashboard reporting.
  • Prepare risk assessments (TRA/HITRA, MoC, COSHH, RAPs) and SOPs.
  • Respond to incidents, inspect first-aid equipment and support drills.
  • Lead site inductions, trainings, and maintain competency records.
  • Coordinate hazardous waste disposal and chemical inventories.
  • Produce HSE reports and maintain documentation and SharePoint updates.

Job description

We are seeking acompetent and proactive HSE Officer to provide visible, on-site Health, Safetyand Environment leadership for Facilities Management and Catering operations atKhazzan (Shaqab). The successful candidate will ensure robust Control of Work (CoW)compliance, drive assurance and timely action closure, maintain emergencyreadiness, and deliver transparent HSE reporting to the client.

This is a hands‑on,site-facing role that combines daily operational presence with structuredassurance, training, incident management and client liaison across multiplecamp locations.

Skills

Minimum 5 years’practical experience in HSE, preferably within Oil & Gas, remote campoperations, or Facilities Management environments.

NEBOSH GeneralCertificate and OSHA (or equivalent internationally recognised qualification).

Good command ofEnglish and Hindi (advantageous for workforce communication).

Demonstrableknowledge and practical application of ISO 45001 (Occupational Health &Safety) and ISO 14001 (Environmental Management).

Experience conductingSelf-Verifications (SV), risk assessments (TRA/HITRA, MoC, COSHH, RAPs),emergency response planning, SOP development and incident investigation(including root cause analysis).

Working knowledge ofhazardous waste management, chemical inventory control and environmentalcompliance (including ODS registers).

Strong workingknowledge of Microsoft Office suite, with particular proficiency in MicrosoftExcel (spreadsheets, trackers, data analysis and reporting).

Good knowledge andpractical experience in the use of Artificial Intelligence (AI) tools tosupport HSE documentation, reporting, analysis and productivity.

Experience deliveringsite inductions, toolbox talks and structured HSE training, with the ability tomaintain competency and training records.

Proven ability todrive action closure, manage multiple trackers, and deliver accurate, timelyreports to clients.

Practical, hands-onknowledge of Control of Work (CoW)/Permit to Work systems, including eCoW, IRISand SV/OS assurance programmes.

Working knowledge ofthe IOGP Life-Saving Rules, including driving safety standards for light/heavyvehicles and golf carts, with the ability to monitor and enforce compliance onsite.

Strong communicationskills with the ability to engage multicultural workforces and liaiseeffectively with client representatives.

Experience monitoringcontractor HSE performance and conducting behavioural safety observations /leadership walks.

Willingness to workin remote desert camp environments on a rotational or site-based basis.

Valid First Aidcertification, with practical experience inspecting emergency equipment(first-aid kits, AEDs, spill kits, eyewash stations) and supporting emergencydrills. (desirable).

Previous experienceon IOGP, NFPA and OSHA Standards or similar major operator projects (desirable).

Additional HSEqualifications or lead auditor training in ISO 45001 / ISO 14001 ( desirable).

KEY TASKS

Maintain daily sitepresence: toolbox talks, CoW/PTW inspections, eCoW input, and communication ofhazards and controls.

Promote and monitorcompliance with the IOGP Life-Saving Rules across site operations, includingdriving safety standards for light and heavy vehicles and golf carts.

Drive assurance andclose-out of safecards, Self-Verifications (SV), Oversight (OS), QHSIRobservations and audit findings; maintain trackers and lead related meetings.

Prepare and reviewrisk assessments (TRA/HITRA, MoC, COSHH, RAPs) and SOPs, and supportnon-routine or project risk input.

Provide firstresponse to incidents/alarms; inspect first-aid kits, AEDs, spill kits andeyewash stations; support emergency drills.

Lead or supportincident investigations (including HiPo), maintain the incident register andIRIS action tracker.

Conduct siteinductions, toolbox talks, in-house training and stand-downs; maintaincompetency records.

Coordinate hazardouswaste disposal and maintain chemical inventories / ODS registers for clientsubmission.

Produce Daily HSEReports, Biweekly HSE Dashboard and other required HSE statistics; maintaindocument control and SharePoint updates.

Liaise with theclient on eCoW/IRIS escalations and attend governance meetings (HFM, SV/OS,performance reviews).

Monitor contractorHSE performance and support behavioural safety observations / leadership walks.
