Job summary

Decision Management Consultants seeks a General Manager – Projects for a leading civil engineering client in Muscat, Oman. The role drives strategic project oversight, governance, and performance across multiple departments to ensure safe, on-time, on-budget delivery.

The ideal candidate holds a Civil/Mechanical/Electrical engineering degree with 15–20 years in construction and 4–8 years in a GM role, proficient in MS Project, Primavera P6, AutoCAD, and MS Office; excellent English is required.

Qualifications

  • Bachelor’s degree in Civil, Mechanical, or Electrical Engineering.
  • 15–20 years of experience in the construction industry.
  • 4–8 years of experience as GM or in an equivalent position.
  • Proficiency in MS Project, Primavera P6, AutoCAD, and MS Office applications (Excel/Word).
  • Good command of written and spoken English.

Responsibilities

  • Develop a structured annual operations plan for each department at the start of every fiscal year.
  • Monitor execution monthly against the approved plan.
  • Direct HODs to implement corrective actions within defined timelines; recommend HR actions to the MD.
  • Conduct formal monthly HOD performance reviews against KPIs.
  • Ensure all departments comply with governance manuals and authority matrix.
  • Monitor performance across budget, program, quality, EHS, commercial, and client satisfaction for active projects.
  • Identify at-risk projects and hold PMs accountable for on-time, on-budget, and on-quality delivery.
  • Review and approve project mobilization plans, resource deployment strategies, and program baselines before construction.
  • Oversee pre- and post-contracts activities: estimation quality, BOQ accuracy, IPA submissions, and variation registers.
  • Monitor procurement governance, including Approved Vendor List updates and tender discipline.
  • Track monthly Group-wide financial performance with Finance & Accounts.
  • Maintain risk register and mitigate significant risks across the Group.
  • Ensure EHS compliance with ISO 45001/14001 and relevant Oman regulations.
  • Review manpower requisitions and Omanisation ratios; monitor regulatory standing.
  • Oversee ERP system management, cybersecurity, uptime, and digital transformation initiatives.
  • Prepare monthly MIS reports and weekly MD briefings.

We're recruiting a General Manager – Projects for one of our clients, who is a leading Civil engineering company based in Muscat, Oman.

About Our Client

Our client is a leading civil engineering organization that specializes in innovative infrastructure, construction, and project management solutions. The organization is committed to delivering high-quality engineering services with a strong focus on safety, sustainability, and excellence across residential, commercial, and industrial projects in Oman.

Key Responsibilities
  • Develop a structured annual operations plan to define operational priorities, milestones, and resource requirements for each department at the start of every fiscal year
  • Monitor execution progress monthly against the approved plan
  • Identify performance gaps and direct HODs to implement corrective actions within defined timelines, while recommending training, development, or HR actions to the MD
  • Conduct formal monthly HOD performance reviews against departmental KPIs
  • Hold authority to recommend disciplinary action, reassignment, or performance management proceedings for any HOD in accordance with Group HR policy
  • Ensure all departments operate in full compliance with the Corporate Governance Manual, Delegation of Authority, and Authority Matrix
  • Monitor performance across all six dimensions — budget, program, quality, EHS, commercial, and client satisfaction — for every active project
  • Identify at-risk projects and hold Project Managers accountable for on-time, on-budget, and on-quality delivery
  • Review and approve project mobilization plans, resource deployment strategies, and program baselines before construction commences
  • Oversee the pre-contracts department’s estimation quality, BOQ accuracy, and risk assessment rigor across all active tenders
  • Monitor the post-contracts department’s IPA submission cycle, variation register currency, and EOT claim preparation for all active projects
  • Oversee the Procurement department’s governance standards, including Approved Vendor List currency, competitive tendering discipline, and compliance with Authority Matrix thresholds
  • Monitor Group-wide financial performance against the approved annual budget monthly in coordination with the Finance & Accounts department
  • Maintain and update the Group’s operational risk register, ensuring all significant financial, operational, compliance, and strategic risks are identified, assessed, and mitigated
  • Ensure the EHS department maintains full compliance with ISO 45001:2018, ISO 14001:2015, and Omani EHS legislation across all projects
  • Review and approve all departmental manpower requisitions, ensuring alignment with the approved workforce plan and budget, while monitoring Group-wide Omanisation ratios by department and grade
  • Ensure the Group’s regulatory standing is maintained without interruption
  • Oversee the IT department’s management of the ERP system (Build Superfast), cybersecurity framework, infrastructure uptime, and digital transformation initiatives
  • Compile, review, and submit the monthly Group MIS operational report to the MD, ensuring all departmental KPI inputs are received, validated, and presented with accurate commentary
  • Prepare weekly operations briefing notes for the MD
Requirements
  • Bachelor’s degree in Civil, Mechanical, or Electrical Engineering
  • Proven 15–20 years of experience in the construction industry
  • 4–8 years of experience working as a GM or in an equivalent position
  • Proficiency in MS Project, Primavera P6, AutoCAD (essential for drawing review), and Microsoft Office applications including Excel and Word
  • Good command of written and spoken English
  • Ability to work in a fast-paced and deadline-driven environment
