  • Strong knowledge of HV/MV systems, substations, transformers, switchgear, protection, metering, SCADA, grid interconnection.

Job description

We are seeking an experienced Electrical Engineer to support the Technical Advisory Team for a utility-scale Solar Independent Power Producer (IPP) project. The successful candidate will provide specialist electrical engineering input throughout project development, grid interconnection assessment, preparation of technical requirements and RFP documentation, technical bid evaluation, bidder clarifications and project agreement negotiations. Further requirements for this position are as follows:

  • Provide specialist electrical engineering input to the Project Definition Report (PDR) and technical development of the Solar IPP.
  • Assess the proposed plant configuration, electrical architecture and power evacuation requirements.
  • Review the project's electrical interconnection with the transmission system, including the proposed connection point and connection route to the electrical substation.
  • Provide technical input regarding HV/MV systems, substations, transformers, switchgear, protection, metering, SCADA and power evacuation infrastructure, as applicable.
  • Coordinate with OETC and relevant stakeholders regarding electrical connection requirements and interfaces.
  • Assess electrical requirements associated with solar PV technology, including PV modules, inverters and associated electrical systems.
  • Provide technical input to the assessment of potential battery energy storage systems (BESS) and their electrical interfaces where applicable.
  • Develop and review technical requirements, Minimum Functional Specifications, performance standards, technical schedules and drawings for inclusion in the RFP.
  • Review relevant site studies and identify electrical constraints, interfaces and project risks.
  • Provide technical inputs to the Risk Allocation Matrix and Risk Allocation Paper, particularly risks associated with electrical performance, grid connection and technical interfaces.
  • Develop and review technical prequalification requirements and Minimum Eligibility Requirements (MERs) for prospective bidders.
  • Evaluate the technical capabilities of prospective bidders and EPC Contractors.
  • Undertake detailed technical evaluation of bidder proposals, including compliance with technical specifications, plant configuration, electrical equipment, grid connection arrangements and performance requirements.
  • Prepare technical clarification requests and review/respond to bidder clarifications.
  • Compare alternative technical solutions and provide recommendations to PWP based on technical performance, reliability, compliance and project risk.
  • Support technical negotiations with shortlisted/preferred bidders and assist in resolving outstanding electrical issues.
  • Provide technical input to the PPA, Electrical Connection Agreement (ECA), Electrical Supply Agreement (ESA) and other relevant Project Agreements.
  • Participate in technical meetings, workshops, bidder presentations and site visits.
  • Coordinate electrical requirements with civil, mechanical, architectural, environmental, HSE and other technical disciplines.
  • Prepare technical reports, recommendations, evaluation inputs and supporting documentation required by the Advisory Team.
  • Contribute to project lessons learned and technical knowledge transfer.
  • Contribute to technical reports, recommendations, bid evaluation reports, project documentation and lessons learned.
REQUIRED SKILLS:
  • Bachelor’s degree in Electrical Engineering, Power Engineering or a related discipline.
  • Minimum 10–12 years of relevant professional experience in power generation, transmission, renewable energy or major infrastructure projects.
  • Proven experience in utility-scale Solar PV / Solar IPP projects is highly desirable.
  • Strong knowledge of HV/MV systems, substations, transformers, switchgear, protection, metering, SCADA and grid interconnection.
  • Experience with electrical connection and transmission interfaces, preferably with utility/grid operators.
  • Knowledge of solar PV electrical systems, inverters and power evacuation systems.
  • Experience with technical specifications, Minimum Functional Specifications, tender/RFP documentation and technical schedules.
  • Experience in technical bid evaluation, bidder clarifications and technical negotiations.
  • Understanding of PPA, ECA/connection agreement and ESA technical interfaces is an advantage.
  • Strong analytical, technical writing and communication skills.
  • Professional engineering registration/certification is an advantage.

Experience on Solar IPP and grid-connected renewable energy projects in Oman or the GCC, including experience interfacing with transmission/network operators and supporting IPP procurement or development.
