We are seeking an experienced Civil Engineer to support the Technical Advisory Team for a utility-scale Solar Independent Power Producer (IPP) project. The successful candidate will provide specialist civil engineering input covering site development, constructability, infrastructure, site studies, conceptual layout, technical specifications, tender documentation and technical evaluation of bidder proposals. Further key responsibilities include:
- Provide civil engineering input to the Project Definition Report (PDR) and conceptual development of the Solar IPP.
- Review the suitability and adequacy of the proposed project site for development of a utility-scale solar plant.
- Assess existing ground conditions, site constraints and overall constructability of the IPP.
- Provide technical input to the conceptual/master planning layout of the project site.
- Assess plot adequacy for the proposed plant configuration, including areas required for construction, operation and potential future expansion.
- Review requirements for access roads, internal roads, drainage, temporary facilities, laydown areas and associated site infrastructure.
- Review the requirements and scope of topographic surveys, geotechnical investigations and other relevant site studies.
- Review site study reports and advise PWP on findings, shortcomings, recommendations and their implications for the project.
- Assess civil engineering risks associated with ground conditions, site development, access, drainage, constructability and infrastructure interfaces.
- Provide technical inputs to the Risk Allocation Matrix and Risk Allocation Paper for civil/site-related risks.
- Provide civil engineering input to the development of Minimum Functional Specifications, technical schedules, performance requirements and tender documents.
- Review proposed civil design approaches and construction methodologies submitted by prospective bidders.
- Develop and review technical prequalification requirements and relevant Minimum Eligibility Requirements (MERs).
- Participate in the technical evaluation of bidder and EPC Contractor submissions, including assessment of civil works, site development and infrastructure proposals.
- Prepare and respond to technical clarifications raised by bidders during the RFQ/RFP process.
- Review alternative technical solutions and provide recommendations regarding constructability, reliability, maintainability and project risks.
- Support technical negotiations with shortlisted/preferred bidders on civil and infrastructure matters.
- Provide civil engineering inputs to relevant Project Agreements and technical schedules.
- Coordinate with electrical, mechanical, architectural, environmental, HSE and other disciplines to ensure an integrated project solution.
- Participate in site visits, technical workshops, bidder meetings and stakeholder consultations.
- Prepare technical reports, recommendations, evaluation inputs and supporting documentation required by the Advisory Team.
REQUIRED SKILLS:
- Bachelor’s degree in Civil Engineering or a related discipline.
- Minimum 10 years of relevant professional experience, preferably in power generation, renewable energy, industrial or major infrastructure projects.
- Experience in utility-scale Solar PV / Solar IPP projects is highly desirable.
- Strong experience in site development, infrastructure planning, constructability and civil engineering assessment.
- Good understanding of topographic and geotechnical investigations, ground conditions and site constraints.
- Experience with roads, drainage, earthworks, foundations and associated infrastructure for large-scale projects and reviewing technical studies, specifications, tender documents and contractor/EPC proposals.
- Experience in technical bid evaluation and bidder clarification processes is an advantage.
- Ability to assess civil engineering risks and provide practical mitigation recommendations.
- Strong multidisciplinary coordination, analytical and technical reporting skills.
- Professional engineering registration/certification is an advantage.
Experience on utility-scale Solar PV, IPP, power generation or major infrastructure projects in Oman or the GCC, with familiarity with local site conditions, construction practices and regulatory requirements.
