Job summary

Tawteen is seeking an experienced Cost Engineer / Cost Controller to manage site-based cost control activities in Oman. The role requires monitoring budgets, forecasts, and cash flow, with strong skills in EVM and variance analysis.

You will work closely with planning, procurement, and finance teams to ensure cost efficiency and on-time reporting. Ideal candidates hold a bachelor’s degree in a relevant field and 5–7+ years in cost management within Oil & Gas or EPC environments.

Qualifications

• Bachelor degree in Engineering, Quantity Surveying, Construction Management, Project Management, or related discipline.
• 5–7+ years in Cost Engineering, Project Controls or Cost Management.
• Oil & Gas, Energy, Infrastructure, EPC or Industrial Construction experience preferred.
• Site-based project execution experience is advantageous.
• Strong knowledge of cost control, budgeting, forecasting and reporting.

Responsibilities

• Manage cost control activities at site aligned with budgets, schedules and contracts.
• Monitor expenditure, accruals and cash flow against budgets.
• Prepare periodic cost reports, dashboards and summaries.
• Update budgets, cost forecasts, EAC and ETC.
• Track cost performance, variances and early warnings of overruns.
• Coordinate with Planning, Construction, Procurement, Contracts, Finance and Project Controls.
• Review variations, changes and their cost impacts, support change requests.
• Maintain records of commitments, invoices and expenditures.
• Prepare weekly/monthly cost reports for management meetings.
• Support cost risk assessments, audits and continuous improvement.

Key Responsibilities

• Manage and monitor project cost control activities at site in line with approved budgets schedules and contractual requirements
• Monitor project expenditure commitments accruals and cash flow against approved budgets
• Prepare and maintain periodic cost reports dashboards and management summaries
• Prepare and update project budgets cost forecasts EAC and ETC
• Monitor cost performance identify variances and provide early warnings of potential cost overruns
• Coordinate with Planning Construction Procurement Contracts Finance and Project Controls teams
• Monitor project variations scope changes and their cost impacts
• Support evaluation of change requests claims and variations
• Maintain accurate records of commitments invoices accruals and project expenditures
• Prepare weekly and monthly cost reports and support project management meetings
• Support cost risk assessments project audits and continuous improvement initiatives

Requirements

1. Bachelor s Degree in Engineering Quantity Surveying Construction Management Project Management or related discipline
2. Minimum 5 7 years of relevant experience in Cost Engineering Project Controls or Cost Management
3. Experience in Oil amp Gas Energy Infrastructure EPC or Industrial Construction projects
4. Site-based project execution experience is preferred
5. Good knowledge of project cost control budgeting forecasting and cost reporting
6. Experience with EAC ETC commitments accruals change orders and cost variance analysis
7. Good understanding of Earned Value Management EVM and progress measurement
8. Familiarity with variations claims and commercial aspects of EPC projects
9. Good knowledge of MS Excel experience with SAP Primavera P6 Power BI or other project controls software is an advantage
10. Strong analytical reporting communication and problem-solving skills
11. Ability to coordinate effectively with project commercial planning procurement and finance teams
