Job summary

The role reports to the BoT on academic and administrative matters and to the Board of Directors on financial matters, driving prudent leadership and sustainable growth aligned with Oman’s priorities.

The Dean will lead the college's strategic plan, expand programs regionally and internationally, and ensure academic quality and governance in line with regulatory

Qualifications

• PhD degree from a recognized university.
• Professional qualifications aligned with Ministry of Higher Education requirements.
• Administrative and academic experience relevant to ICEM specializations.
• Minimum 5 years as Associate Professor or Professor at a recognized university.
• Demonstrated leadership as Dean (3+ years) and research with published papers.

DEAN OF COLLEGE (ICEM) Location: Muscat, Sultanate of Oman Job Type: Full-Time International College of Engineering and Management (ICEM) seeks an accomplished individual with proven academic and professional leadership to serve as its Dean. This Dean reports to the Board of Trustees (BoT) on the College s academic and administrative matters and the Board of Directors and Executive Committee on the College s financial and corporate matters. You will have a strong record of teaching, college development, research and international scholarly contributions and will be responsible for providing prudent and smooth leadership of the academic, administrative and financial affairs of the College and strategic direction across all functions, ensuring alignment with Oman s national priorities and sustainable institutional growth.

Duties and Responsibilities

• Provide leadership and implement the strategic plan and take into consideration the risks in all areas of the college operation.
• Lead the college towards achieving its vision and mission by expanding the program offerings and the reach of the college across the country and beyond.
• Establish and achieve academic and operational goals and ensure proper delegation of staff duties, responsibilities, and accountabilities.
• Manage financial and operational resources and lead strategic institutional development.
• Review, oversee and develop the academic portfolio.
• Promote and enhance the standing and reputation of the College.
• Ensure safeguarding academic standards and maintaining academic quality.
• Ensure academic governance, program quality and compliance with the Ministry of Higher Education, Research and Innovation and the Oman Academic Accreditation Authority requirements.
• Foster a culture of innovation, entrepreneurship, and research.
• Supervise the implementation of the conditions for student appointments, selection, entry and graduation.
• Develop and maintain a personnel operation that includes the recruitment, selection, development, evaluation, and continuation of all College staff.
• Handle the performance management of the Assistant Deans and departments reporting under the Office of the College Dean.
• Develop external liaison, networking, and formal contacts with key external bodies, HEIs, and stakeholders.
• Build and maintain partnerships with government agencies, relevant industries, and global institutions.
• Review performance appraisals, implement rewards and incentive schemes at the College
• Recommend and propose changes in the College s Organizational Structure.
• Provide an annual report on overall College accomplishments and challenges.
• Prepare the College s Budget in consultation with the concerned departments and facilitate the approval of budgetary requirements.
• Chair of academic and administrative committees at the College
• Contribute to research and development community service to the College.
• Undertake any other similar duties of this level as may request by the BoT.

Desired Candidate Profile

Required qualifications and experience:

• PhD degree from a recognized reputable university
• Professional Qualifications in line with Ministry of Higher Education requirements
• Professional Qualifications and the appropriate administrative and academic experience relevant to the specializations offered by ICEM.
• Minimum 5 years as Associate Professor or Professor from a recognized reputable university in a specialization relevant to one or more of the programs offered by ICEM.
• Leadership (minimum 3 years as Dean); Research (5 published papers)
• Preference for experience in private universities with a track record of institutional development.
