Job description

Jora New Zealand will close on 16th September 2026. Thank you for being with us, we are cheering you on as you continue your career journey.

Dunedin City Council - Dunedin, South Island

Are you a strategic leader passionate about building compliance, public safety, and service excellence? Join us at Dunedin City Council (DCC) and lead a high-performing team responsible for ensuring adherence to the Building Act and related legislation, while safeguarding public health and safety in the built environment.

The Dunedin City Council (DCC) takes great pride in delivering a broad range of services to the communities of this unique and fascinating city. From our roads to recycling, public libraries and pools, water supply to walking tracks, and everything in between, DCC's people are talented and committed to serving their city.

The opportunity:

As Building Services Manager, you’ll lead a team of dedicated professionals who deliver guidance, approvals, inspections, and monitoring services for building applications. You’ll ensure compliance with the Building Act and related legislation, while also overseeing public safety standards such as building warrants of fitness, earthquake-prone buildings, and more.

This is a pivotal leadership role where you’ll:

  • Maintain DCC’s accreditation as a Building Consent Authority.
  • Champion a culture of engagement, development, and operational excellence.
  • Provide related strategic advice to Elected Officials, the Chief Executive and Executive Leadership Team.
  • Drive continuous improvement and innovation across building services.
  • Build strong relationships with industry stakeholders and customers.
About you:

You’re a proven leader with experience managing large, multi-disciplinary teams. You bring a future-focused mindset, strong regulatory knowledge, and a commitment to delivering quality services that meet the needs of our community.

Ideally you will have:

  • Demonstrated experience in leading and developing large teams.
  • A tertiary qualification (while the role is primarily a people leadership role, qualification in a building or quality-related field would be an advantage).
  • Strong understanding of the Building Act and related legislation.
  • Financial and commercial acumen, including budget and contract management.
  • Excellent communication and stakeholder engagement skills.
What we offer:
  • Permanent, full time opportunity
  • 5 weeks annual leave + additional long service leave after qualifying periods
  • Parental leave benefits, including paid partner's leave
  • Superannuation (after 6 months of service) + free annual flu vaccinations and eye checks every 2 years

The DCC is committed to the Principles of the Treaty of Waitangi and our work serving the citizens of Dunedin will reflect this.
