Job summary

Public Sector Organisation in Wellington seeks a Financial Transaction Services Manager to lead core transactional finance services, including rates, billing, AP and AR. You will manage four team leaders and drive policy, controls and process improvements.

You will report to the CFO, provide strategic and operational leadership, and collaborate with senior leaders and external partners to deliver high-quality financial operations in a changing public sector environment.

Qualifications

• Proven people leadership experience across a finance function.
• Strong financial and operational control experience including risk, delegations and compliance.
• Experience across several transactional finance disciplines.
• Experience leading operational, process or systems change while maintaining service continuity.
• Sound judgement and strong analytical capability.
• Excellent stakeholder engagement and communication skills.

Responsibilities

• Lead four direct reports across rates, billing, accounts payable and accounts receivable.
• Set clear priorities and expectations across the wider transactions function.
• Maintain strong financial controls, including delegations, approvals, reconciliations and assurance processes.
• Provide oversight of billing, payment, collection and debt-management activities.
• Ensure relevant legislative, statutory and policy requirements are reflected in operational processes.
• Support internal and external audit activity and address control or compliance matters.
• Build effective relationships with senior leaders, operational teams, external partners, ratepayers and other stakeholders.
