Job summary

Hutt City Council is seeking an experienced leader to head Financial Transaction Services, reporting to the Group Chief Financial Officer. You will guide teams through change, deliver reliable services, and provide strategic financial advice to support sound decision making.

You will set direction for financial transaction activities, oversee policy development, lead rates modelling, coach team leaders, ensure strong financial controls, and drive system improvements, including interim water

Qualifications

• Experience leading financial or transactional services across teams and staff.
• Ability to develop clear policy options with financial, operational and customer impacts.
• Knowledge of local government rating practice and billing operations.

Responsibilities

• Set the direction and priorities for Financial Transaction Services, aligned with Council’s financial strategy and service needs.
• Oversee policy development and review, drawing on input from relevant teams and specialists to provide clear advice on options and their financial, operational and customer impacts.
• Hold overall responsibility for rates modelling and analysis, working with relevant teams and specialists to support rating decisions and Council’s planning processes.
• Coach and develop team leaders, build capability and support collaboration across the function.
• Maintain effective financial controls, compliance and service performance.
• Ensure improvements to systems and processes, including interim water billing services delivered on behalf of Tiaki Wai.
