Job summary

New Zealand Customs Service is seeking a Business Analyst to apply structured analysis and advisory expertise across a programme of strategic and operational work. You will work with Senior Advisors and cross-functional teams to understand problems, define requirements, and design practical improvements across people, processes, information and technology.

The role involves discovery, problem definition, and collaboration through design, delivery and implementation.

Qualifications

• Experience in business analysis, including requirements elicitation, process analysis and future-state design.
• Experience contributing to business improvement, service design or change initiatives that have delivered tangible benefits for customers, staff or the organisation.
• Strong problem-solving and analytical skills, with ability to use qualitative and quantitative evidence to define problems and develop practical options.
• Strong communication and stakeholder engagement skills, able to explain complex information clearly and build trust with operational teams and stakeholders.
• Experience gathering and documenting business, user, functional and technical requirements across people, processes, information and technology dimensions.
• Knowledge of Lean, continuous improvement, service design or human-centred design within a formal project environment.

Responsibilities

• Work with stakeholders to understand business problems, user needs, constraints and opportunities.
• Undertake discovery and analysis to define problems, identify root causes and document requirements.
• Analyse current-state processes, journeys, data and technology, and present findings to stakeholders.
• Develop and assess practical solution options, including benefits, costs, risks and impacts across dimensions.
• Co-design future-state solutions with operational teams and subject matter experts to improve effectiveness and experience.
• Produce clear, high-quality documentation and support changes through design, delivery and implementation.
