Job summary

MINDSG LTD is seeking a Senior Manager, Enterprise Applications to oversee the strategy, operation, and evolution of MINDSG's enterprise application portfolio, spanning ERP, HRMS, CMS, e-Procurement, VDMS, and LMS. This role bridges HR, finance, and operations, driving standardized processes and scalable solutions.

You will lead HRMS functional initiatives, mentor the CMS and ERP executives, and ensure data integrity, cross-system integration, and governance across all departments.

Qualifications

  • Degree in IT, CS, or Information Systems.
  • 8–10 years in enterprise application management.
  • 3+ years of leadership of executives/analysts.
  • Strong HR processes and payroll/workflow knowledge.
  • Familiar with ERP, CMS, e-Procurement, VDMS, LMS.
  • SaaS architecture and cloud infrastructure knowledge.
  • Experience driving AOR submissions and AMS vendor management.
  • Excellent written and verbal communication and stakeholder management.

Job description

The Senior Manager, Enterprise Applications is responsible for overseeing the strategy, operation, and functional evolution of MINDS' enterprise application portfolio (spanning ERP, HRMS, Client Management System [CMS], e-Procurement, Volunteer and Donation Management System [VDMS], and future platforms such as LMS). Serving as a critical bridge between human resources, finance, and operational business units, he/she evaluates staff and operational information systems, drives process standardization, and translates complex business requirements into scalable technical solutions.

The candidate provides technical leadership and domain expertise to guide and uplift team members—specifically the Senior Executive (CMS) and Executive (ERP). He/She leads HR-tech transformation, staff data governance, and cross-system integration, ensuring high data integrity, streamlined workforce workflows, and seamless reporting across all departments to justify the strategic alignment of application management within DDTI.

Adopting a methodical systems-thinking approach, the Senior Manager leads end-to-end new SaaS application rollouts, major upgrades, and functional enhancements. He/She manages external SaaS software vendors and Application Maintenance Services (AMS) providers across solution scoping, Approval of Requirement (AOR) submissions, data migration, User Acceptance Testing (UAT), cutover, and post-go-live adoption, while enforcing strict compliance with the Personal Data Protection Act (PDPA), MINDS IT Control Guidelines (ITCG), and security baselines.

Enterprise Application Strategy & Implementation Lifecycle
  • Identify strategic and operational needs across MINDS' enterprise SaaS application portfolio (ERP, HRMS, CMS, e-Procurement, VDMS, LMS).

  • Synthesize organizational requirements and budget constraints to present business cases and drive Approval of Requirement (AOR) papers for new system deployments, major upgrades, or functional enhancements.

  • Lead evaluation of commercial SaaS solutions and vendor proposals to select platforms aligned with MINDS' technical architecture and financial guidelines.

  • Direct end-to-end rollouts of new enterprise SaaS applications, defining scope, cutover plans, and user adoption strategies while minimizing unnecessary system customizations.

  • Ensure all implemented systems meet compliance, IT control, and governance standards.

HRMS Functional Leadership & Staff Data Governance
  • Serve as the primary subject matter expert and functional owner for the enterprise HRMS, driving module enhancements, system stability, and workflow optimizations.

  • Provide direct technical guidance, operational oversight, and capability building to the Senior Executive (CMS) and Executive (ERP) to bridge domain and technical knowledge gaps.

  • Partner closely with the HR department to analyze HR management requirements, improve staff data reporting, and implement automation across employee lifecycles.

  • Establish operating procedures and validation rules to maintain high data integrity across staff databases, payroll interfaces, and workforce analytics.

Stakeholder Engagement & AMS Vendor Management
  • Build productive partnerships with cross-functional business leads (HR, Finance, SPED Schools, Cluster Hubs) to understand operational pain points and translate them into technical specifications.

  • Lead vendor management for Application Maintenance Services (AMS) providers and SaaS vendors, overseeing SLAs, contract performance, bug fixes, and enhancement deliverables.

  • Manage scope change requests, technical dependencies, and vendor escalations to keep enhancement cycles and project timelines on track.

  • Oversee User Acceptance Testing (UAT) strategies, test script validation, data migration verification, and end-user training rollouts.

Security, IT Controls & Regulatory Compliance
  • Collaborate with the OpsTech team to ensure SaaS applications operate securely within Azure Virtual Desktop (AVD) and Microsoft Entra Single Sign-On (SSO) frameworks.

  • Enforce access control mechanisms, role-based segregation of duties (SoD), and audit trail monitoring in compliance with MINDS IT Control Guidelines (ITCG) and IT Policy & Guidelines (ITPG).

  • Ensure strict compliance with the Personal Data Protection Act (PDPA) regarding sensitive employee records, client records, and institutional data.

Data, AI & Automation
  • Collaborate with the Data & AI Transformation team to establish seamless data pipelines, Master Data Management (MDM), and central BI reporting.

  • Identify process automation opportunities (e.g., RPA, automated workflow triggers) to streamline repetitive administrative tasks in HR, finance, and operations.

  • Promote the adoption of embedded AI and Generative AI productivity tools within enterprise platforms in an ethical, secure, and PDPA-compliant manner.

Qualifications
  • Good Degree in Information Technology, Computer Science, Information Systems, or an equivalent discipline.

  • At least 8 to 10 years of relevant working experience in enterprise application management, with proven experience leading end-to-end SaaS application implementations and HRIS/HRMS projects.

  • At least 3 years of team leadership or supervisory experience guiding application executives and analysts.

  • Strong domain familiarity with HR processes, staff data governance, and payroll/claims workflows, alongside working knowledge of core enterprise platforms (e.g., ERP, CMS, e-Procurement, VDMS, LMS).

  • Solid technical understanding of Software as a Service (SaaS) architecture, cloud infrastructure, and database structures.

  • Practical experience in driving Approval of Requirement (AOR) paper submissions, business process re-engineering, and managing Application Maintenance Services (AMS) vendor contracts.

  • Excellent communication, negotiation, and stakeholder management skills, both written and verbal.

Other Information
  • Project Management Professional (PMP), Certified IT Project Manager (CITPM), Agile/Scrum, or ITIL certifications will be an added advantage.
