Job summary

The Civil Aviation Authority of New Zealand is seeking an experienced Senior Advisor, Operational Policy to join the Rules Update Programme on an 18-month fixed-term basis. You will lead the development of operational policy documents that support regulatory change and translate policy intent into practical procedures.

Working with policy advisors, legal specialists, and frontline managers, you will apply national and international best practice and contribute to Te Tiriti commitments, diversity

Qualifications

• Experience developing operational policy within regulatory/government contexts.
• Ability to analyse complex legislation and translate into actionable policy.
• Strong written and verbal communication skills for diverse audiences.
• Proven experience engaging with senior stakeholders and leading work across multiple teams.

Responsibilities

• Lead the development of operational policy documents to support updated Civil Aviation Rules.
• Translate policy requirements into practical operational guidance and processes.
• Engage with managers, SMEs, legal, and communications to ensure fit-for-purpose documents.
• Research and apply national/international best practice in policy development.
• Collaborate with regulatory, legal, learning and capability teams for implementation.
• Develop measures to evaluate policy effectiveness and drive continuous improvement.
• Support organisational commitments to Te Tiriti o Waitangi, diversity and safety.
