Job summary

Civil Aviation Authority of New Zealand is seeking a Senior Advisor, Operational Policy, to drive the Rules Update Programme on an 18‑month fixed-term basis. The role combines policy translation, stakeholder collaboration, and governance to update New Zealand’s aviation rules and ensure a fit-for-purpose regulatory system.

You will lead policy document development, engage with experts and leaders, and apply best practice to achieve effective operational policy and measurable outcomes.

Qualifications

• Significant experience developing operational policy, regulatory frameworks, guidance material, or related business practices.
• Strong ability to translate policy into practical operational policies and working tools.

Responsibilities

• Lead the development of operational policy documents that support updated Civil Aviation Rules.
• Translate regulatory requirements into practical operational policy documents aligned with strategy.
• Engage with stakeholders to develop fit-for-purpose operational policy documents.
• Research national and international best practice in policy development.
• Collaborate with regulatory, legal, communications, and capability teams for implementation.
• Develop measures to assess policy effectiveness and drive continuous improvement.
• Support Te Tiriti o Waitangi, diversity, inclusion, health, safety and wellbeing objectives.
