Job summary

Western Bay of Plenty District Council is seeking a calm, politically aware leader to guide our Network Operations and Maintenance function. This role heads the team ensuring our roading network is safe, reliable, and responsive to community needs, while partnering with the Transportation Director on planning and growth adaptation.

You’ll shape maintenance programmes, oversee contracts, support Civil Defence readiness, and coach a high-trust team to perform at their best in a complex operational

Qualifications

• Ten years’ experience in road maintenance and/or construction.
• Strong asset and contract management capability.
• Financial literacy and budgeting experience.
• Well-developed interpersonal skills and customer focus.
• Ability to lead and develop a high-trust team.
• Comfort working with senior leaders and elected members.
• NZTA Approved Tender Evaluator (desired).
• Understanding of the Treaty of Waitangi and its relevance to network management (desired).

Responsibilities

• Guide Network Operations and Maintenance to ensure roading network safety and reliability.
• Contribute to long-term planning and respond to growth and resilience challenges.
• Oversee maintenance programmes and contract delivery; support Civil Defence readiness.
• Provide strong people leadership, coaching and development for the team.
